유럽연합과 젠더평등: 집행위원회의 <2016-2019년 젠더평등전략행동>을 중심으로

여성과 남성 간의 평등은 유럽연합(European Union)의 창립 가치의 하나다. 1957년창립 당시 로마조약 제119조에 여성과 남성의 동일노동에 대한 동일임금 원칙을 명기함으로써 젠더평등을 향한 첫걸음을 내딛은 유럽연합은 현재도 젠더평등의 노력을 계속하고 있다. 이 과정에서 가장 중요한 역할을 하고 있는 행위자의 하나가 집행위윈회(European Commission)다. 이런 맥락에서 이 논문은 집행위윈회의 활동에 초점을 맞춰 유럽연합의 젠더평등을 향한 노력의 현주소를 조명해 보고자 한다. 집행위윈회의 최근의 활동에서 무엇보다 중요한 것이 2015년 12월에 발표한 <2016-2019년 젠더평등전략행동>이다. 이 <전략행동>은 2010년 9월의 <2010-2015년 남녀평등전략>에 뒤이은 것으로, 이의 강점과 약점에 대한 반성적 고찰에 기반하여 젠더평등의 추진방향을제시하고 있다. 이러한 <전략행동>에 대한 집중적인 분석을 바탕으로 이 논문은 유럽연합의 젠더평등의 성과와 한계를 밝힌다.
Abstract
Equality between women and men is one of the founding values of the European Union(EU). The EU, which has taken the first step towards gender equality by specifying the principle of equal pay for equal work of men and women in the Article 119 of the Treaty of Rome in 1957, continued until today with its efforts to increase gender equality. One of the most important actors in this journey of the EU towards gender equality is the European Commission. Therefore, this study tries to analyze the current state of measures to strengthen gender equality in the EU by focusing on the activities of the European Commission. The European Commission has published the Strategic Engagement for Gender Equality 2016-2019 in December 2015. The Strategic Engagement which has succeeded the Strategy for Equality Between Women and Men 2010-2015 and which is based on the assessment of the advantages and weaknesses of the latter reveals the progress made in gender equality. The Stratigic Engagement clearly shows the current stage of efforts by the European Commission. It therefore allows to examine the measures taken by the EU and to point out the limits which exist for gender equality in this regional bloc.
