유럽연합의 젠더평등의 현주소: 유럽젠더평등연구소의 젠더평등지수를 중심으로

유럽연합은 창립 당시부터 젠더평등을 하나의 근본 원칙으로 천명했다. 오늘날 전 세계적으로 젠더평등의 가장 중요한 척도의 하나로 간주되는 ‘동일노동 동일임금 원칙’을 처음으로 제기한 것도 유럽연합이었다. 유럽연합은 1980년대 후반에 접어들어 경제와 노동에 집중되었던 젠더평등의 영역을 정치와 사회 및 문화를 비롯한 다양한 영역으로 확장하기 위해 노력하고 있다. 젠더평등을 향한 유럽연합의 이런 여정에서 최근에 가장 주목받고 있는 것의 하나가 바로 유럽젠더평등연구소가 발표하고 있는 젠더평등지수다. 이 논문은 이 젠더평등지수에 대한 구체적인 분석을 바탕으로 유럽연합의 젠더평등의 현주소를 자세히 조명하는 한편으로, 젠더평등지수를 통해 드러내기 어려운 젠더불평등의 구조적 차원에 대해서는 유럽연합이 어떤 방안을 모색하고 있는지에 주목하고자 한다. 이런 맥락에서, 이 논문은 2장에서는 유럽연합이 유럽젠더평등연구소의 설립을 통해 젠더평등과 관련된 연구가 지속적으로 이루어지는 기반을 마련하고자 한 과정에 대해 살펴본다. 이어 3장에서는 유럽젠더평등연구소가 젠더평등지수를 개발하게 된 배경 및 구조를 분석한다. 그리고 4장에서는 젠더평등지수로 본 유럽연합의 젠더평등의 현주소를 탐색한다. 마지막으로 결론에 해당하는 5장에서는 지금까지의 논의를 정리하고 앞으로의 전망에 대해 간략히 개괄한다.
Abstract
Since its foundation, the European Union considered gender equality as one of its fundamental principles. The European Union was the first international organization to bring up ‘the principle of equal pay for equal work' which is regarded as one of the most important measures for gender equality. Since the end of 1980s, the European Union has tried to expand the reach of gender equality to various areas such as politics, society and culture etc. that are related to both the economy and work. A representative one of these efforts of the European Union is the Gender Equality Index which is published by the European Institute for Gender Equality. On the one side, this article tries to explore the current status of gender equality in the European Union on the basis of a detailed analysis of this Gender Equality Index. On the other side, it will pay attention to efforts which the European Union is making to develop alternatives for the understanding of the structural dimensions of gender inequality which are not covered by the Gender Equality Index. In this context, this study in chapter 2 looks at the process that the European Union has prepared to facilitate continuous research about gender equality through the foundation of the European Institute for Gender Equality. In chapter 3, it examines the background against which the European Institute for Gender Equality developed the Gender Equality Index and its structure. In chapter 4, it reveals the current status of gender equality in the European Union through the lens of the Gender Equality Index. Lastly, in chapter 5, it summarizes the arguments and gives a brief outlook on the future of gender equality in the European Union.
