본 연구는 아일랜드의 펀드산업을 중심으로 아일랜드 금융산업의 발전요인을 미시적으로 분석하였다. 본 연구의 주요 연구결과를 요약하면 다음과 같다. 첫째, 아일랜드는 1987년 사회협약을 통해 정치사회적인 안정기반을 마련할 수 있었다. 사회협약을 통해 사회경제적 목표에 대한 서로 다른 이해집단의 합의를 이끌어내고노사관계의 안정과 산업평화를 달성함으로서 경제발전을 위한 외자유치의 토대를 마련하였다. 둘째, 아일랜드는 정부의 주도하에 과감한 대외개방정책과 적극적인 FDI의 유치전략을 통해 경제발전에 필요한 재원을 조달하고 금융산업을 비롯한 국내기업의 경쟁력을확보할 수 있었다. 셋째, 아일랜드는 세계최대의 국제금융허브인 런던과 가까이 있다는 이점을 최대한활용하여 더블린에 국제금융센터(IFSC)를 세우고 더불린을 국제금융중심지로 발전시켰는데 이는 아일랜드 펀드산업발전에 결정적인 촉매제가 되었다. 넷째, 아일랜드는 유럽에서 펀드산업의 발전이 본격화하기 전이었던 1980년대 후반부터 법률 및 조세지원, 우수한 젊은 노동력, 시장 친화적인 정부정책 등을 활용하여 펀드산업과 고용효과가 높은 백오피스산업을 적극적으로 육성함으로써 아일랜드를 전세계펀드산업의 중심지로 발전시킬 수 있었다.
Abstract
This study analyzes the determinants of financial market development in Ireland, centered on Ireland 's fund industry. The main results of this study are summarized as follows. First, Ireland was able to establish a political and social stability base through the 1987 social agreements. This social agreements helped Ireland government lay the foundation for attracting foreign capital for economic development by drawing up consensus among different interest groups on social and economic goals, achieving industrial relations stability and industrial peace. Second, the Ireland government took bold external opening policy and FDI attracting activities, which contributed to raise the financial resources necessary for economic development and to secure the competitiveness of domestic companies. Third, Ireland took full advantage of its proximity to London, the world's largest international financial hub. She established the International Financial Services Centre (IFSC) in Dublin and developed it as an international financial center, which would be crucial catalyst for the development of the Irish fund industry. Fourth, since the late 1980s when the development of the fund industry in Europe was still in its early stage, Ireland has actively fostered the fund industry and the back-office industry with high employment effects by utilizing legal support and tax incentives, excellent young labor force, and market- friendly government policies, which led Ireland to the center of the global fund industry.
