본 연구는 EU에서 가장 성공적인 펀드산업발전을 이룩한 룩셈부르크를 중심으로 EU 의 펀드산업발전 요인을 분석하고 이를 통해 한국의 국제금융중심지 발전모델 전략수립에 시사점을 도출하고자 하였다. 룩셈부르크의 펀드산업 발전요인에 대한 본 연구의 분석결과는 다음과 같다. 첫째, 지리학적으로 룩셈부르크는 외국인 투자자의 접근성과 유럽 내 시장 연결성이매우 높다는 지리적 장점을 가지고 있을 뿐 아니라 다국적 언어사용이 가능한 고급 인력이 풍부하다는 장점이 있다. 둘째, 정부의 적극적인 조세혜택과 규제완화정책을 들 수 있다. 룩셈부르크는 낮은 법인세율, 펀드관련세금 면제, 펀드 등록 관련 저세율, 엄격한 금융거래에 대한 비밀 보장원칙등의 적극적인 세제 인센티브와 금융규제 완화 정책을 통해 외국은행 진출을 촉진시켰다. 셋째, 룩셈부르크는 정부가 주도적으로 백오피스를 중심으로 한 펀드산업에 특화하는 발전전략을 추진함으로써 펀드관련 산업의 집적효과를 극대화할 수 있었다. 이러한 룩셈부르크의 펀드산업 특화전략을 통해 볼 때, 금융중심지의 후발주자로서 한국이 국제경쟁력을 단기간에 확보하기 위해서는 여타 국가에 비해 비교우위가 있는 지원을 통해 펀드관련 산업의 집적효과를 극대화화는 전략이 효과적일 것이라고 볼 수 있다.
Abstract
This paper analysed the determinants of fund industry development in EU focusing in Luxembourg which has achieved the most successful fund industry development. The main results of this study are as follows. First, Luxembourg has geographical advantages easily accessible to main EU cities and has cultural backgrounds that there are many high educated workers using multi-languages, such as German, French and English. Second, Luxembourg government has provided tax advantages and relaxed regulations in financial sector. There are low income and corporate tax rate, exemption of fund related tax, low fees related fund registration, rigorous secrecy clause of financial transactions, which have motivated foreign financial institutions to open their branches in Luxembourg. Third, Luxembourg government has leaded the back-office specialized fund industry strategy, which could maximize the clustering effects in fund industry. These Luxembourg’s fund industry development experiences suggest that the Korean government should provide the specialized financial sectors more aggressive tax incentives and decisively relax regulations in order to secure competitiveness of the international financial centers in the short-term.
