Abstract
This article is purposed to present the developmental prospect for the EU’s Natura 2000 Network by analyzing and discussing the managerial limitations of the Network and the EU’s primary Biodiversity policies that make up the network. The EU’s Biodiversity on the whole is deteriorating and expected to be worse than now due to the expected urban development and the sprawl stemmed from industrial development of the middle and eastern member states of the European Union. As possible precautionary measures, setting up a body of relevant issue experts, filing official complaints to the European Court of Justice, conducting prior Environmental Impact Assessment are presented. As the managerial limitations of the Network, the absence of the ground for consultations in both of the Directives, the possibility of the damage deterioration for delay in submitting management plans for the Network sites, the possible administrative imbalance between central governments and highly authorized local governments, the strengthened role of NGOs with poor competence, the lack of the specialized funds for the Network can be discussed. As for the improving ways to overcome the limitations, drawing up guidance mandating the procedures for consultations in both Directives, sizing down the funds for Member States that submit their managerial plans for their network sites belatedly or don’t submit them, establishing the independent and competent authority that provides balance in administrating the network sites, adjusting level of the role of NGOs corresponding to size and importance of the network sites, should be discussed and needs to be taken into consideration for the improvement. And with regard to the prospect of the EU Natura 2000 Network, as the number of NGOs with poor competence, compared to more organized and more securely financed governmental organizations, is expected to increase in number in the Middle and Eastern Member States of the EU, the Network’s competence to monitor the Network sites is prospected to be getting more and more difficult on the whole.
