전략적 동반자 관계는 유럽연합이 추구하는 새로운 형태의 대외정책 노선이며, 기제이 다. 이에 전략적 동반자 관계를 규정하기 위한 여러 이론적 시도가 있었는데, 그 중, 주목 해야 할 담론들 중 하나가 바로 이익을 기반 한 관계이며, 또 다른 하나는 목적 지향적 관계이다. 이 두 논의는 전략적 동반자관계를 통해 유럽연합이 무엇을 추구하며, 무엇에 관심이 있는지를 알려주는 중요한 이론적 잣대를 제공한다. 이런 양면적 특질을 보이는 논의에 기초하여, 본 논문은 동반자 관계의 개념적 정의를 내리고 그 논증 과정에서 유럽 연합은 동반자 관계를 통해 물질적 이익뿐만 아니라, 자신의 정체성 공고화도 동시에 추진하는 규범적 목적도 존재한다는 것을 이론적으로 논증하는 것을 주요 연구 목적으로 삼는다. 이를 위해 전략적 동반자 관계의 역사적 배경에 대한 고찰, 이익과 규범의 내생 적 그리고 외생적 형성 과정에 대한 고찰, 동반적관계가 왜 유럽연합의 대외정책의 주요 기제인지에 대한 논의 그리고 그 속에서 추구하고자하는 유럽연합의 규범적 특질에 초점 을 맞추어 상기의 이론적 논의를 전개한다.
Abstract
The EU’s strategic partnership is its new foreign policy line and instrument, and a wealth of studies have been undertaken in order to provide its conceptual definition. Of these, the interest-based and goal-oriented accounts are some of the most notable ones. These seemingly dual perspectives are mutually contradictory, but have also helped make sense of the main objectives and concerns of its strategic partnership. Triggering a theoretical debate, this paper assumes and suggests that the policy as well as political objectives that the EU seeks to fulfill through its strategic partnership are of dualistic nature: one is material interests, the other is normative objectives with a view to consolidating its self-identity as a novel kind of actor in world politics. To argue this assumption theoretically, the paper specifically examines the historical background of its strategic partnership, the endogenous and exogenous formation process of EU’s preference as well as its normative basis, the relevance of its strategic partnership as its foreign policy instrument, and the increasing importance of its normative argument when it comes to the strategy of this foreign policy instrument.
