냉전기 동서독관계와 현재 남북관계의 비교: 서독의 신동방정책을 중심으로

본 논문은 1975년 8월 1일 “최종협약안”으로 문서화되기 이전까지의 헬싱키 프로세스를 서독이라는 행위자 관점에서 재조명하고, 이를 바탕으로 냉전시대의 동서독관계와 현재까지의 남북관계를 비교한다. 특히 서독은 헬싱키 프로세스를 통해서 독일 통일이라는 “의도하지 않은 역사적 선물”을 받을 수 있었기 때문에 냉전기의 동서독 관계는 현재 남북관계 문제를 해결하는데 시사하는 바가 크다. 이를 위해서 본 논문은 서독의 행위자로서의 헬싱키 프로세스 참여 동기 및 배경과 협력방식을 분석한 후 이를 남북관계와 비교하였다. 서독이 헬싱키 프로세스에 참여하게 되기까지에는 베를린 위기라는 독일 분단의 역사적인 특수성과 쿠바사태 이후 시작된 데탕트가 중요하게 작용한다. 이 두 사건은 서독의 헬싱키 프로세스에 대한 인식을 바꾼다. 이러한 변화의 산물인 브란트의 신동방 정책은 서독의 국제협력 방식이 창의적이고 혁신적인 변화를 꾀하는데 기여한다. 냉전시기의 동서독관계와 현재의 남북관계를 분단의 기원과 분단의 고착화 과정 측면에서 비교해볼 때 상이한 역사적 배경과 국제적인 역학관계 속에서 문제 해결을 위한 행위자의 자율성이 중요한 변수로 작용하고 있음을 알 수 있다.
Abstract
This essay will approach Germany up till the documentation of the Helsinki Final Act on August 1, 1975 from an actor's perspective and then undergo a comparative analysis of East-West German relations during the Cold War and North-South Korean relations today. Keeping in mind that the Helsinki Process contributed to the unification of Germany, with West Germany receiving an “unintended historical gift”, looking into the relationship between East and West Germany during the Cold War days and surfacing its implications in finding a solution to current relations between the two Koreas are vital. For this, this article analyzed West Germany’s motivation to participate in the Helsinki process as an actor, the background and the cooperation process, and then compared them with the relationship between North and South Korea. Before West Germany joined the Helsinki process, the Berlin Crisis, which was the historical distinctiveness of the division of Germany, and the détente, which was started after the Cuban Missile Crisis, had been importantly operated. The two events played the primary role to change West Germany’s perception toward the Helsinki process. The outcome of the change was Willy Brandt’s new Eastern policy. The policy played an important role in seeking creative and innovative change in West Germany’s way of international cooperation. The main argument of this article is that looking back at the West-East German relations in the Cold War era and the origins of North-South Korean division and its fixation process, the historical background and the dynamics of international relations operate differently in both cases and so will the solution and understanding of cooperation be invariably different.
