동서독 회담을 통해 본 남북한 군사회담 추진방안

남북한 군사회담은 다른 분야의 남북회담에 비해 상대적으로 부진하였다. 그 이유는남북한 군사회담이 갖는 대내요인(남북관계)과 대외요인(국제관계)의 특징과 관련 있다. 즉 남북한 군사문제는 남한과 북한만의 문제가 아니었다. 남북한 군사회담은 남북관계와 함께 국제관계의 협의를 필요로 하였다. 동서독 회담은 대내적으로 접경위원회의 활동을 지속하고, 대외적으로는 집단안보체제 구도 속에서 군사회담을 추진하여 통일 여건을 조성하였다. 본고에서는 실질적인 군사회담으로 통일을 이뤄낸 동서독 회담의 변천과정을 대내요인(동서독관계)과 대외요인(국제관계)으로 고찰하여 그 특징을 남북한 군사회담과 비교해봄으로써 향후 남북한 군사회담의 추진방안을 강구하였다. 동서독관계는 협의기구를, 국제관계는 협의체제를 중심으로 고찰하였다. 연구결과, 동서독 회담은 대내적으로 단순한 군사적 이견 조율과 연락을 위한 접촉수준으로 추진되었으나 접경위원회 활동을 통해 소통을 지속적으로 유지하였다. 대외적으로는 집단안보체제의 구도 속에서 회담을 추진하였다. 남북한 군사회담은 대내적으로군사지원이나 낮은 단계의 군사문제를 협의하는 수준이었고 운영하기로 한 협의 및 이행기구인 군사공동위원회는 개최조차 되지 않았다. 대외적으로도 남북한은 양자 간 군사회담을 추진하였으나 북한이 미국과의 군사문제 협의를 주장하여 실질적인 군사회담으로 발전하지 못했다. 동서독 회담의 협의과정에서 활용된 접경위원회와 집단안보체제는 교착상태에 빠져있는 남북한 군사회담에 교훈과 시사점을 제공한다. 따라서 향후 남북한 군사회담 추진시 접경위원회와 같은 기구와 4자, 6자 등 다자 협의체제를 남북한 상황에 맞게 전략적으로 활용할 필요가 있다
Abstract
Military talks between the two Koreas were relatively sluggish compared to inter-Korean talks in other fields. The reason is related to the characteristics of internal and external factors (inter-Korean relations) and external factors (international relations) that show military talks between the two Koreas. In other words, military talks between the two Koreas required international relations due to the limitations of inter-Korean relations. The East-West German military talks continued the activities of the border committee internally, and externally promoted practical military talks amid the composition of the collective security system to create unification conditions. In this paper, the transition process of East-West German military talks, which achieved unification through practical military talks, was considered as internal and external factors (east-West German relations) and compared with military talks between the two Koreas. East-West German relations were considered centering on the consultative body, and international relations were considered centering on the consultative system. As a result of the study, East and West German military talks were promoted internally at the level of simple military disagreement coordination and contact, but maintained steady communication through the activities of the border committee. On the other hand, externally, military talks were promoted in the composition of the collective security system to create unification conditions with practical military talks. Military talks between the two Koreas were at the level of internally discussing military support or low-level military issues, and failed to even hold a joint military committee, an agreement to operate and implement. Externally, the two Koreas promoted bilateral military talks, but North Korea insisted on military consultations with the United States and failed to develop into practical military talks. The border committee and collective security system used in the consultation process of East-West German talks provide lessons and implications for the military talks between the two Koreas, which are in a deadlock. Therefore, when promoting military talks between the two Koreas in the future, it is necessary to strategically utilize the same organization as the border committee and multilateral consultation systems such as four and six parties according to the situation between the two Koreas.
