아프간전과 이라크전을 통해 살펴본 유럽연합과 미국의 대서양동맹의 변화

본 논문에서는 탈냉전기 이후 주요 국제분쟁의 결과와 진행 과정 속에서 대두되고 있는 유럽연합과 미국의 새로운 동맹관계의 설정 문제를 대테러전쟁을 수행하는 과정에서 NATO를 통한 대서양동맹의 새로운 구축이라는 측면에서 접근하고자 한다. 새롭게 변환하고 있는 국제정치질서 속에서 21세기 국제분쟁의 전형이라 할 수 있는 대테러전쟁이라는 개념을 통하여 대서양동맹의 관계와 내용의 변화를 돌아보고, 아프간전과 이라크전쟁이 만들어낸 새로운 개념과 국제적 외교안보 지형 위에 전통적으로 다져온 대서양동맹의 의미를 되새겨 보고자 한다. 아프가니스탄 전쟁과 이라크 전쟁을 수행한 미국을 비롯한 주요 유럽 국가들은 전쟁 참가와 수행에 어떤 기준과 원칙을 적용하였을까? 현실주의(혹은 신현실주의)라는 대표적인 전통적 외교관계의 원칙이나 외교정책의 대표적 수단인 동맹관계로만 설명할 수 없는 새로운 기준이 작용한 것이 아니었던가 라는 질문에서 본 논문은 출발하고자 한다. 미국과 유럽연합의 전통적 동맹 관계의 구성 요소가 대테러전쟁을 통해 수반된 변화의 흐름과 내용에 어떤 영향을 미쳤는가를 추적하면서, 새로운 기준과 적용의 원칙은 어떤 요인들로 분석할 수 있을 것인가라는 시각에서 유럽연합의 입장으로 다루고자 한다. 이를 위해 본 논문에서 적용하고자 하는 이론적 틀은 신자유주의적 제도주의 혹은 다자적 제도주의를 기본으로 하고, 이를 비판적으로 재구성하기 위해 구성주의적 분석에 초점을 두면서 탈냉전 이후 새롭게 등장하거나 변화하고 있는 국제정치적 환경을-지구화, 안보전략 기조의 변화, 경제적 주권과 안보주권의 혼용, 미국 우위의 초강대국의 등장, 유럽연합의 확대와 공동외교안보정책의 문제 등등- 고려하여 대테러전쟁과 대서양동맹의 의미를 규명하고자 한다. 또한 오늘날 가장 거대하고 주요한 두 개의 서양사회인 EU와 미국이라는 국제적 행위자(actor)간의 동맹이 국제정치질서 상에서 새로운 수준의 구성주의 혹은 다층적 거버넌스 이론과 같은 대안적 이론들로 발전시킬 수 있는 가능성을 모색해보고자 한다.
Abstract
These papers seek to explain the basic principles underlying the Euro-Atlantic alliance relationship and its essential mechanisms through the changes of international political conditions form some recent international wars. EU and US have in historical perspective a steady alliance partnership for a long time. NATO is one of the most important international institution supporting that alliance relationship. Then in these papers are examined some Changes of Atlantic Alliance between EU and US through the Afghanistan War and Iraqi War since the terrorist attacks against the United States in September 2001, the articulation of a new US National Security Strategy in September 2002, and the US-led intervention in Iraq in March 2003. Various terrorist attacks (some carried out, some foiled) and other events have kept the questions on the alliance’s agenda. The policies of the allies between EU and US during the Cold War and the subsequent Balkan conflicts focuses on five key spheres of activity . security dialogue and cooperation, peace-support operations, defence reform, disaster-preparedness, and cooperation in the areas of science and the environment . which show how Euro-Atlantic security is enhanced through Partnership and how cooperation is of genuine, practical relevance to Partner countries.
