EU의 자본 및 노동의 이동과 지역 경제: 아일랜드 사례를 중심으로

본 연구는 자본과 노동이 동시에 유입⋅유출됨에 의해 규모가 비교적 작은 국가 경제에미치는 영향이 심대함을 아일랜드 사례를 통해 분석하였다. 특히 EU와 같이 심화된 지역공동체의 경우 자본과 노동의 이동에 장벽이 존재하지 않기 때문에 공동체 확대 시 자본과 노동이 동시에 유출되어 경제 위기를 초래할 수 있음을 지적하였다. 아일랜드의 사례에서는 2004년 신규 10개 국가 가입 이후 FDI가 급격히 감소하였으며, 기 투자된 자본까지 철수하는 등 경기 후퇴를 겪었다. 더구나 2008년 세계 경제 위기 및 유로존 내 위기와맞물려 상황이 악화된 아일랜드는 2010년 구제금융 신청에 이르게 되었다. 아일랜드는 짧은 시기에 선진국 경제를 따라잡으며 투자 유인과 개방을 통한 성공 사례모델로 정책 모방의 대상 국가가 되었다. 그러나 2004년 이후 투자의 감소, 투자 철회와동반된 이민 유출이 시작됨에 의해 경제가 후퇴하기 시작하였다. 이후 구제 금융까지 신청하게 된 데에는 분명 세계 경제 위기 및 유로존 위기가 더해졌기 때문이라 할 수 있으나 경기 후퇴의 시작은 분명히 투자 감소에 의한 것으로 신규 10개 가입국 투자 유입지의대거 등장이 원인이라 할 수 있다. 이는 지역 차원에서 투자와 이주의 분석 시 뚜렷한 구조적 특징이라 할 수 있으며, 따라서 이후 크로아티아를 비롯한 구유고 연방 국가의 회원국 가입 시 2004년 가입 국가에 유사한 경제 위기를 초래할 수 있는 잠재적 리스크라 할수 있다.
Abstract
This paper aimed at analysing the fast flow of capital and labour migration which have a strong influence on the developed countries, such as Ireland. As the free movement of capital and labour preconditions the establishment of internal market, enlargement of the European Union can incur an economic crisis in member states. Since East European applicants joined the EU in 2004, the inflow FDI into Ireland has decreased considerably. Furthermore as facing the effect of the global economic crisis in 2008 and Eurozone's slide into recession, on 22november, 2010 Ireland applied to the IMF for a bailout. Ireland has become benchmark for competing nations, as having successfully implemented the FDI policy. But, since 2004, the outflow of capital and labour migration have obviously contributed to its economic crisis. Also, an enlargement of the European Union in the future will be considered to be a risk to Eastern Europe.
