2004년 동유럽의 확장 이후 주요 관심사 중 하나가 바로 지역정책의 효율적 운용이었다. 2006년 제 1차 구조기금프로그램이 마무리되었지만, 이 프로그램의 실질적 평가를 위해서는 다소간의 시간이 필요하다. 이런 점을 고려하여, 본 연구는 2004년 이후 가입한 동유럽 국가들이 향후 지역정책을 이행에 대한 평가에 있어 지침을 제공하고자 한다. 이를 위해, 기존 결속 국가 중 성공적 사례와 그렇지 않는 사례인 아일랜드와 포르투갈에 있어서의 지역정책 이행사례를 고찰한다. 본 연구를 통해, 지역정책 이행에 있어 지역화와 분권화가 어떻게 이루어 졌고 또한 이런 과정에서 사회 및 경제적 통합이 얼마나 성취되었는지도 고찰한다. 이런 고찰을 통해 현재 지역정책의 최대 수혜자인 구 공산권 국가들에게 주는 함의도 함께 모색해 보고자 한다.
Abstract
After the 2004 enlargement of the European Union, one of the key interests has been how to assess the effective implementation of the regional policy. However, it needs more time to undertake a reliable assessment, although the first structural fund program ended in 2006. Given this, this paper examines the past experiences of the regional policy by choosing two opposite cases: the cases of Ireland and Portugal. In this study, not only the ways in which the regionalization and decentralization have been implemented will be examined, but the extent to which but economic and social cohesion have actually been achieved will be discussed. In so doing, this paper delves into the implications of the existing cases for the new member states from the former Communist bloc, which are the main beneficiaries of the regional policy.
