Abstract

This paper examines the Russian position towards European integration and its determinants. The determinants can be divided into internal and external factors. The internal factor means Russian factor which includes perception, preference and strategy of Russia toward the EU. In terms of perception, Russia stresses sovereignty and tends to interpret the world order from the viewpoint of great power. Thus it can not fully understand the regional integration in Europe and furthermore sees the phenomenon as undesirable. In terms of preference, Russian identity is shifting from European to Eurasian one. It emphasizes Asian dimension more and more. Therefore, Russia is not likely to join the EU in the near future. In terms of strategy, Russia pursues the multipolarization of world order. Based on this strategy,it assesses the EU positively, because the emerging EU is regarded to contribute to transforming the unipolar system dominated by the U.S. into multipolar system. The internal factor means European factor, which includes the widening and deepening of European integration. Russia sees the expansion of the EU as threatening Russian security interests, because Russia will remain alone if most East European countries join the EU. It also sees the deepening of the European integration as undesirable, because the ever close cooperation of the EU in the field of security and foreign policy will be a challenge to Russia.
