본 연구는 프랑스의 문화예술향유에 공공의 지원정책에 대해서 살펴보고자 한다. 1959년 공공문화서비스를 정부가 시민들에게 제공하기 위해서 문화부를 창설했던 프랑스의 문화정책에 대한 소개는 많이 있었다. 문화예술에 대한 시민들의 권리를 인정하고 보장하기 위한 프랑스 공공문화정책은 현재까지도 끊임없이 변화하고 발전하고 있다. 하지만 대부분의 프랑스 문화정책에 관한 연구는 문화 민주주의와 문화지방분권을 중심으로 정책의 거버넌스 변화에 대한 것이 대부분이다. 하지만 실제 중요한 것은 프랑스 시민들이 일상에서 문화예술을 향유하는데 있어서 어떤 정책이 작동되는지 알아보는 것이 매우 중요하다고 할 수 있다. 이에 본 연구는 예술가 지원정책 사례 중심으로 프랑스 문화예술향유 지원정책에 대해서 살펴보고자 한다. 결론적으로 프랑스 문화예술향유 지원정책의 특징은 향유자 중심이라는 것이다. 이러한 향유자 중심의 문화예술향유 지원정책의 시작이 문화 분권화 정책부터라고 할 수 있다. 최근 한국에서 문화예술향유를 통한 삶의 질 향상이 중요해지는 가운데 프랑스의 사례가 시사하는 바가 크다.
Abstract
The purpose of this study is to look at th public support policies for cultural and artistic activities in France. In 1959, the french government established the Ministry of Culture in order to provide public cultural services to their citizens. French culture and arts enjoyment support policy has developed in order to guarantee citizens' rights to culture. However, most studies about French cultural policies in korea focused on cultural democracy and cultural regionalism. But what is really important is that it is very important for French citizens to find out what policies work in enjoying cultural art in their daily lives. Therefore, the present study will focus on supporting the arts-enhancing policies under French culture and art, focusing on the case of the designation policies for French culture and arts. In conclusion, the case of France emphasize a perspective on culture and arts enjoyment support policy. Their perspective of the culture and arts enjoyment support policy has a lot of suggestion in the korean society, which has not much research on culture and arts enjoyment support policy.
