Abstract

In this paper, we analyzed the determinants of priority partner country using probit model. Existing studies show that most donor countries largely consider four aspects: recipient needs, their own interest, human rights, and aid effectiveness. In order to verify whether in practice these four factors are actually applied, a statistical analysis is performed on six donor countries using probit model. We found that donor countries consider 'recipients needs' the most and 'aid effectiveness' the least. While the donors do consider their own benefit, albeit partly, more importantly, considering 'economic interest' rather than 'strategic factors'. We also found that Northern European countries such as the Netherlands appeared to be more humanitarian in selecting priority partner countries. Korea and Germany, however, considered their own interest relatively more heavily.
