EU국가들의 개발협력정책이 한국의 ODA정책에 주는 시사점

초록

본 연구에서는 세계개발센터에서 개발한 개발공헌지수(Commitment to Development Index; CDI)에 대해 그 구성 내용과 형식 논리에 대해 자세히 살펴보기로 한다. 본 논문에서는 7개의 주제 부문으로 구성된 이 지표와 그 하부 항목에 대해 비판적 검토를 한 후, 이 지표에 의해 평가된 주요 EU회원국들의 대외원조 정책과 행태에 대한 평가를 살펴보기로 한다. 한국의 공적개발정책과 행태에 대한 분석도 비교 검토하며 아울러 살펴본다. 본 논문은 선진 원조 공여국인 주요 EU회원국들의 어떤 국제개발협력정책과 행태가 개발도상국의 발전이나 개발에 긍정적 혹은 부정적 영향을 주는가에 대해 알아본 뒤, 이러한 것들이 한국의 개발협력정책에 주는 시사점은 무엇이며 한국은 개발협력정책의 어떤 분야에서 어떤 방향으로 나아가는 것이 바람직할 것인지에 대해 논의한다. 개발공헌지수 평가에 의거해서 EU의 선진 원조 공여국들과 비교해 보면, 한국은 공적개발원조의 질적인 개선에 좀 더 신속한 조치를 취할 필요가 있다. 한국은 원조액수가 적은 프로젝트의 수가 특히 과다하며 구속성 원조의 비율도 상당히 높은 편이기 때문이다. 거버넌스가 우수한 빈곤국가에 대한 지원 비율을 좀 더 높일 필요가 있으며, 외국인 노동자와 난민에 대한 배려와 지원도 늘려나갈 필요가 있다. 일인당 온실가스와 오존 파괴물질 배출을 지속적으로 줄여나가는 노력과 함께, 환경 관련 국제조약에도 긍정적으로 임하는 것이 바람직하며, 국제 평화유지활동에도 좀 더 적극적일 필요가 있다.

Abstract

This study reviews the contents and the logic of the Commitment to Development Index developed by the Center for Global Development. This paper provides a review of the Index and its sub-indicators, and examines the evaluation results of the major EU countries and the Republic of Korea, with comparison of their international development cooperation policies. By drawing lessons from the analysis on the major EU countries development-related policies, this paper seeks implications for the direction of the Korean development cooperation policy. The study suggests that, in consideration of the Commitment to Development Index, the Republic of Korea needs to improve the quality of its official development assistance. It needs to reduce the number of the projects and its ratio of tied aid, while increasing the amount of ODA to the countries with good governance. Korea needs to increase the support for foreign immigrant workers as well as refugees from developing countries. It also needs to reduce the per capita greenhouse gas emissions and ozone-depleting chemicals, and sign the environment-related international agreements, while joining actively the international security treaties and international peace-keeping activities.
