유럽 해양산업클러스터의 성공요인에 관한 연구: 독일과 이탈리아 클러스터를 중심으로

본 연구는 유럽 해양산업클러스터 사례 분석을 통해 성공요인을 도출하고 이를 국내 해양산업클러스터를 위한 시사점을 주고자 이루어졌다. 해양산업클러스터의 개념과 범위는 명확히 정해지지 않았으며, 국가와 연구자들에 따라 다르게 설명되기도 한다. 이러한 이유 때문에 해양산업클러스터의 이론적 검토를 위해 해양산업과 클러스터 이론을 동시에 살펴보았다. 그 결과 해양산업클러스터의 정의를 “해양산업 및 연관산업 분야의 기업과 기관, 육성 제도들이 항만 및 해안을 중심으로 집적하여 긴밀한 네트워크를 구축하고 다양한 경제활동을 통해 성장을 하는 것”으로 정의해보았다. 사례 연구의 대상은 독일의 브레머하펜 클러스터와 이탈리아의 비아레지오 클러스터로 정했으며 공통적 성공요인은 ① 국가 전략산업의 지역산업화, ② 유휴 산업인프라 활용, ③ 클러스터 네트워크 구축으로 나타났으며, 차별적 성공요인은 ① 핵심 지원조직, ② 전문적인 인력양성, ③ 제조업과 서비스산업의 융복합화로 나타났다. 이에 따른 국내 해양산업클러스터에 대한 시사점은 ① 혁신 네트워크 구축, ② 교육기관 클러스터링, ③ 제조업과 서비스업의 융복합화로 나타났다.
Abstract
This study was conducted to derive success factors through case analysis of European marine industry clusters and to give implications for domestic marine industry clusters. The concept and scope of the marine industry cluster has not been clearly defined, and it is sometimes explained differently by countries and researchers. For this reason, for the theoretical review of the marine industry cluster, the marine industry and the cluster theory were examined at the same time. As a result, the definition of the marine industry cluster was defined as “companies, institutions and fostering systems in the marine industry and related industries are integrated around ports and coasts to establish a close network and grow through various economic activities”. The subject of the case study was the Bremerhaven cluster in Germany and the Viareggio cluster in Italy. The common success factors were ① regional industrialization of national strategic industries, ② utilization of idle industrial infrastructure, and ③ establishment of cluster networks. ① Core support organization, ② cultivation of professional manpower, and ③ convergence between manufacturing and service industries. Accordingly, the implications for the domestic maritime industry cluster were found to be: ① establishment of an innovation network, ② clustering of educational institutions, and ③ convergence of manufacturing and service industries.
