Abstract
This paper attempted to analyze the inclusive growth of the federal government in Germany, facing the problems of an aging population, non-regular workers, and deepening inequality while the concept of inclusive growth emerged as a topic of the times. For more than 70 years, Germany has had an economic system called a social market economy that is driven by two axes of economic policy and social policy. The social market economy has adapted to the times by putting emphasis on either economic policy or social policy depending on the situation. Inclusive growth is a strategy to pursue growth and distribution at the same time while placing emphasis on social policy in a situation where inequality is intensifying. However, the current inclusive growth of the German federal government is putting more emphasis on economic policy in order to secure a competitive advantage in the global market rather than social policy among the two pillars of the social market economy. As a result, the proportion of people at risk of poverty has not decreased even though specific policies for inclusive growth have been implemented. In Korea, where income inequality is deepening, inclusive growth has emerged as a topic of the times. As can be seen from the case of Germany, inclusive growth has practical results when both growth and distribution are pursued. For true inclusive growth, the Republic of Korea must recognize the importance of a balance between economic and social policies.
