Abstract

Korea faces many social problems. In the course of overcoming the 1997 economic crisis and globalization, problems such as intensification of social polarization, collapse of the middle class, and increase of youth unemployment occurred due to the lack of a reasonable protection system for social risks. On the other hand, the demand for welfare is increasing without adequate income security policies and social insurance. In order to solve the problems faced by Korea, a more fundamental approach to welfare, that is, the establishment of a welfare philosophy in Korea is urgently needed. To this end, Germany’s experience in designing social policies on the basis of the social market economy or order liberalism can give us a lot of implications. In Germany, economic policy and social policy are not separate, and social policy plays a key role in the formation of economic order. The three basic principles of traditional German economic and social policy, self- responsibility, solidarity, and subsidiarity, have led German society as a basic principle of the social market economy based on order liberalism that brought German prosperity after World War II. Germany has recently faced problems such as aging population, the spread of atypical labor, increasing awareness of social inequality, globalization and digitization. Discussion of the inclusive growth model and the social market economy’s consistency, which emerged in the wake of the global financial crisis in 2008/2009, was actively underway. With the emergence of Welfare State 4.0, discussions about the future of the Welfare State in Germany are beginning.
