독일에서 2010년대 중반 이후로 ‘평등 돌봄’을 둘러싼 논의가 진행 중인 가운데, 누가 어떻게 돌봄을 제공하고 있는가를 둘러싼 논의가 최근의 코로나19 위기를 계기로 보다 확산중이다. 돌봄의 책임을 분담하는 데 있어 독일은 여성과 남성 간의 격차가 유럽연합 회원국 내에서도 비교적 큰 나라에 속한다. 돌봄을 둘러싼 젠더 간 격차가 좀처럼 좁혀지지 않는 현실에서, 독일에서는 최근 ‘돌보는 남성성’ 개념을 중심으로 남성과 돌봄의 관계에 대해 새롭게 질문하며 돌봄에 대한 남성의 참여 확대를 통해 평등 돌봄으로 향하고자 하는 이론적 및 실천적 탐색이 시작되었다. 독일에서의 이러한 흐름은 시대적으로 볼 때 그 시사점이 결코 작지 않다. 끝없는 성장을 지향하는 오늘날의 신자유주의적 자본주의 하에서 전 세계적으로 ‘돌봄 없는 사회’로서의 자본주의의 부정적 성격이 보다 명확히 모습을 드러내는 가운데, 사회적 재생산 위기를 해결하기 위해서는 여성과 돌봄의 관계를 넘어서는 보다 급진적인 전환이 요구되고 있기 때문이다. 즉 돌봄과는 무관한 것으로 간주되어 온 남성에게 돌봄의 책임을 질문하는 방향으로의 새로운 도전이 ‘평등 돌봄’으로 나아가기 위해서는 무엇보다 필수적이기 때문이다.
Abstract
In Germany, the discussion on ‘equal care’ has been ongoing since the mid-2010s, and the debate over who is providing care and how it is provided is intensifying in the wake of the recent COVID-19 crisis. When it comes to sharing care responsibilities, Germany is one of the countries with a relatively wide gap between men and women compared to other EU member states. In a reality where the gender gap regarding care is not narrowing, Germany recently asked a new question about the relationship between men and care with a focus on the concept of ‘caring masculinities.’ It is aimed at moving towards equal care by expanding men’s participation in caring. The implications of this trend in Germany are by no means small considering the current situation. Under today’s neoliberal capitalism that aims for endless growth, the negative character of capitalism as a ‘careless society’ is more clearly revealed around the world. In order to solve the crisis of social reproduction, a more radical transformation beyond the relationship between women and care is required. In other words, a new challenge in the direction of questioning men’s responsibility for care, which has sofar often been neglected, is essential for moving towards ‘equal care.’
