본 연구의 목적은 다층노후소득보장제도를 매우 안정적으로 운영하고 있는 네덜란드의 다층노후소득보장제도의 발전 과정 및 현황을 검토한 후, 한국을 위한 함의를 제시하는 것이다. 이를 위하여 본 연구에서는 우선 네덜란드의 다층노후소득보장제도를 개괄적으로 살펴보았다. 그리고 현재 진행 중인 AOW와 기업연금의 개혁 동향을 분석한 후, 네덜란드의 사례 연구를 바탕으로 한국의 다층노후소득보장제도의 발전을 위한 시사점을 제시하였다. 이러한 네덜란드 다층노후소득보장제도로부터 얻을 수 있는 시사점은 다음과 같다. 첫째, 각 주(柱) 혹은 층별 명확한 역할 정립이 중요하다. 둘째, 퇴직연금제도의 노후소득보장 역할 강화가 중요하다. 셋째, 중층의 최저소득보장제도로 빈곤의 위험에 빠질 수 있는 사람들을 최소화하는 것이다. 미 오래전부터 다양화된 상황이며 지구촌 시대에 그것은 사실 나쁘지 않은 현상이다.
Abstract
The purpose of this study is to analyze the multi-pillar pension system in the Netherlands, then to suggest the implications for Korea. Thus, first of all, the current situation of the multi-pillar pension system in the Netherlands was examined. In addition, each development process of public pension and occupational pension was analyzed. The implications that can be obtained from such a Dutch multi-pillar pension system are as follows. First, it is to clarify the role of each pillar. Second, the role of the occupational pension system in guaranteeing old-age income is strengthened. Third, it is important for the number of people who are at risk of poverty to minimize through over two minimum income protections.
