전후 이탈리아의 외교정책: 중견국의 가능성과 한계

이탈리아는 G7의 일원으로 선진경제권에 속하지만 외교·안보 차원에서는 중견국의 위상을 지니고 있다. 19세기 말 통일과정을 거치면서 반주변으로 부상하게 되고 이어서 아프리카 동부지역에 대한 식민지 경영에 나서면서 중심권으로의 지위 상승을 도모한 바 있다. 그러나 2차대전에서 패전의 멍에를 안고 공화국으로 새롭게 출범하면서 미국 중심의 서방세계의 일원으로 그리고 유럽통합운동에 열렬한 태도를 유지하여 왔다. 대서양주의와 유럽주의로 표현되는 이탈리아 외교의 기본 틀은 그러나 시간이 지나면서 부분적으로 변모하는데, 보다 자율성을 구가하고 국가의 이해중심으로 행동하는 행태를 보여왔다. 이 연구는 전후 이탈리아 외교를 사건사 중심으로 여섯 사례를 분석함으로써 중견국 이탈리아의 위상변화를 추적하면서 그 함의를 살폈다. 그 결과 전통적으로 유럽과 아프리카 대륙을 연계하는 교량의 역할이 현대적 의미에서 여러 분야에서도 적용된다는 결론을 얻을 수 있었는데, 대표적 사례로는 아킬레 라우로사건 그리고 유엔 안전보장이사회 개혁과정에서의 주도적 역할 등이 있다.
Abstract
Italy is a member of G7 and highly industrialized country in Europe. Still, from the diplomatic and security dimensions, Italy could be considered as one of the typically middle power countries. Kingdom of Italy was unified in 1861 aftermath of the delicate diplomatic maneuvers among great powers in that epoch. Soon after the Unification, Italy indulged into the management of African colonies with a view to upgrade her international status from semi-periphery towards core level. Nevertheless, Italy became a defeated country in World War II. After 1945, for various reasons, Italy strongly supported European integration process from the very beginning. Atlanticism and Europeanism could be regarded as two key lineaments of Italian foreign policy. As time goes by, however, Italy began to express her intention to be more autonomous and interest driven in terms of foreign policy behavior. This modest study attempts to figure out six diplomatic events that Italy went through and tried to demonstrate her will to seek a kind of bridge·building efforts among countries in concern. Two good examples are Achille Lauro hijacking and the reform of the Security Council of the UN system.
