Abstract
In this paper, ILO analyzed the cases of forced labor in European countries. In this paper, the cases of European countries that have joined the ILO Fundamental Conventions, No. 29 ‘Convention on Forced Labour’ and No. 105 ‘Convention on the Elimination of Forced Labour,’ are reviewed. To this end, this paper analyzed the cases pointed out to the country at the annual meeting of the ILO and matters dealt with in the standard application committee. As a result of comparative analysis of the cases of European countries that have ratified the ILO Conventions in this paper, the ‘continuous negotiation method after ratification’ is presented as a path option for countries that have not yet ratified to join ILO Conventions No. 29 and 105 in the future. European countries have a long-term and continuous dialogue with the ILO and internal stakeholders on the pointed out issues, and first, amend the law; second, report the application status of punishment for actual law violations; within the permissible range).
