체제 전환 이후 동유럽에 있어 ‘유럽화’란 정치, 경제, 사회, 문화, 교육 등 모든 분야에서 비(非)유럽적 요소들의 ‘서구화로의 전환 과정’이라 할 수 있다. 동유럽 민족들은 이것을 ‘진정한 유럽 국가로의 복귀 과정’으로 판단했다. 또한 제2차 세계대전 이후 지난 45년 동안 사회주의 체제에 젖어있던 비(非)서구적, 비(非)유럽적 요소들의 ‘서구적’, ‘유럽적’ 요소로의 환원으로 인식하였다. 동유럽에서의 유럽화 과정은 서유럽과 동유럽, 어느 한쪽만의 희망과 일방적 추진이라기보다는 EU와 동유럽 각 국가 간 긴밀한 상호 과정에 이루어져 온 산물이며, 서로에게 긍정적 영향을 미치며 진행되어왔다고 할 수 있다. 본 연구에선 동유럽 유럽화의 대표 사례로 2023년 1월 시작된 ‘크로아티아의 유로존 가입’을 제시하고자 한다. 연구 심화를 위해 우선 ‘유럽화’ 정의 도출과 함께 지금까지 연구된 대표 이론들과 그 개념들을 제시하고자 한다. 특히 본격적인 유럽화 개념 발전이 1993년 EU로의 변신과 함께 시작되었으며, 이후 ‘유럽화’의 그 주요 대상이 실질적으론 동유럽 국가들에 초점이 맞추어져 있음에 주목하고자 했다. 이를 토대로 동유럽 국가 중 2023년 1월 유로존에 가입한 크로아티아를 주요 사례로 ‘유럽화’ 일환인 유로존 진입 배경과 그 조건 충족과정에 관해 알아보고, 마지막으로 유로존 가입과 함께 대두 중인 여러 고민과 과제의 배경 그리고 그 내용들을 제시하고자 한다.
Abstract
In Eastern Europe, the ‘Europeanization’ can be said to be the process of conversion to Westernization of non-European elements in all fields, including politics, economy, society, culture, and education. Eastern European peoples judged this as a return process to a true European country. Also, it was recognized as a restoration to the Western and the European elements of the non-Western and the non-European elements that had been soaked in the socialist system for the past 45 years after World War II. The Europeanization process in Eastern Europe is not a unilateral pursuit of the hopes of either one or the other. Rather, it can be said that it is the product of a close mutual process between the EU and each country in Eastern Europe, and has been progressing with positive influences on each other. In this study, as a representative example of the Europeanization in Eastern Europe, I would like to present Croatia’s join to the Eurozone, which took effect in January 2023. First of all, I would like to present the representative theories and concepts that have been studied so far along with deriving the definition of Europeanization. Here, in particular, I will study the development of the concept of Europeanization began with the transformation into the EU in 1993, and the main target of Europeanization was focused on the Eastern European countries in practice. Based on this, I will study Croatia, which joined the Eurozone in January 2023, as a major example to learn about the background of entering the Eurozone as part of Europeanization and the process of meeting the conditions. And lastly, I would like to present the various concerns and challenges in Croatia which is emerging with joining the Eurozone.
