동유럽 각국은 체제 전환 30년이 지나는 현재 민주주의와 시장경제 정착 등 여러 측면에서 성공과 실패 국가들로 비교되기 시작했다. 오늘날, 그 극명한 사례를 보이는 곳이 바로 유고슬라비아 지역 국가들이라 할 수 있다. 유고슬라비아 지역은 1990년대 체제 전환기 동안 동유럽 국가들이 자유화, 민주화, 시장화한 미래의 길을 준비해 나갈 때, 민족, 종교 간 갈등에 따른 분쟁으로 고통을 겪어야만 했다. 사회주의 유고슬라비아 연방의 태생적 한계인 다양한 ‘민족, 종교, 문화의 모자이크’란 특징은 체제 전환 초기 정치, 경제, 사회적 혼란과 더해져 구성 민족 간 다양한 갈등과 함께 ‘문화적 민족주의’ 확대를 불러왔다. 그리고 이것은 곧이어 민족 간 충돌과 연방 분열로 이어지게 된다. EU에 가입한 동유럽 국가의 경우 체제 전환 성공과 민주화, 시작 경제 정착이란 결실을 가져오고 있으며, 반면, 그렇지 못한 국가들의 경우 여전히 체제 전환의 후유증과 반복된 실패를 경험하는 중이다. 동유럽 국가 중 유고슬라비아 지역 국가들을 비교 사례로 선택한 본 연구에선 체제 전환 30년이란 현시점에서, EU 가입 여부를 요소로, 체제 전환의 성공과 실패 사례를 비교 분석하고자 한다. 이와 함께, 이들 국가의 EU 가입 장애물과 그 극복현황 또한 비교 소개함으로써 아직 EU에 미가입한 서부 발칸 연구에 일련의 도움을 제시하고자 한다.
Abstract
Now, more than 30 years after the Socialist system transition, Eastern European countries are starting to be compared as successful and unsuccessful countries in various aspects, such as the establishment of democracy and market economy. Today, it can be said that the countries of Yugoslavia are showing a obvious example. During the Socialist system transition period of the 1990s, Most of Eastern European countries prepared the future path for liberalization, democratization, and marketization. On the contray of that, the nations in Yugoslavia had to suffer from conflicts because of ethnic and religious conflicts. In the early stage of the Sociatist system transition in Yugoslavia, the characteristic of the various ‘ethnic, religious, and cultural mosaic’, was combined with the political, economic and social chaos, leading to the expansion of ‘Cultural Nationalism’ along with various conflicts among the nations. And, this soon led to ‘Ethnic Cleansing’ and dissolution of the Yugoslavia Federation. In this study, which selected Yugoslavia among Eastern European countries, I will intend to compare and analyze the successful and unsuccessful cases of the Socialist system transition focusing on the EU accession. And I will introduce the major obstacles to EU accession of these countries and their current situation.
