Abstract
During the COVID-19 outbreak over the past two years, Sweden prepared different countermeasures from other countries. This is called the Swedish Covid-19 Exceptionalism. This exceptionalism policy has a weak character, leaving it to recommendations and citizens' autonomous responsibilities, not government-led strong measures. This policy was influenced by the principles of the local autonomy system and the provisions on freedom in the Swedish Constitution. The Swedish Constitution stipulates that individual freedom cannot be violated. In addition, the Constitution stipulates the principle of independence between the central and local governments and between ministries and public institutions. Therefore, individual laws of the sub-legal nature were constructed by the principle of emphasizing spontaneity rather than coercion. In this structure, Sweden's initial response to COVID-19 emphasizes individual responsibility unlike other countries' strong measures, and has not taken measures such as strong punishment or urban blockade like other countries. In conclusion, the most severe damage was the elderly living in the facility. Many measures to prevent the spread of the virus in nursing homes for the elderly have clashed with constitutional and statutory principles. These principles eventually caused structural defects so that they could not be dealt with urgently in case of an emergency. In other words, cooperation and harmony between ministries and organizations were not achieved, and problems such as manpower supply and demand occurred, leading to failure of initial response. However, the COVID-19 response of elderly facilities should not be excessively concluded due to the failure of Sweden as a whole. Sweden's COVID-19 death toll was higher than that of neighboring Norway and Denmark, but lower than other Western countries such as the UK, Italy, and France, with high vaccination rates and lower economic damage than other countries. The reason for this was that the Swedish people have high trust in the government.
