1992년 ÄDEL 개혁 이후 스웨덴 노인보호서비스제도의 변화에 대한 연구

초록

본 논문은 1992년 ÄDEL개혁 이후 스웨덴의 노인보호서비스가 어떠한 변화의 과정을 거쳐 왔으며, 그 후속 조치는 무엇이었는가를 연구, 분석함으로서 장차 우리나라의 노인보호서비스 제도 구축 및 개선을 위한 정책적 시사점을 도출하는 것을 연구의 목적으로 하고 있다. 스웨덴은 지나치게 방만하고 관대하게 운용되어 왔으며 기초자치구와 광역(지역)자치구 간 업무의 중복 및 책임소재의 모호함이 문제점으로 지적되어 왔던 노인보호서비스 제도를 개선하기 위해 1992년 소위 ÄDEL개혁을 단행하여 광역(지역)자치구가 담당했던 노인보호서비스의 대부분을 기초자치구 소관으로 이관하였다. ÄDEL개혁으로 인해 노인보호서비스 제도의 효율성이 높아지기는 했으나 경제위기와 맞물리면서 의도하지 않았던 급격한 변화가 초래되었다. 스웨덴은 이러한 문제점들을 해결하기 위해 적절한 정책을 펼쳐가고 있으며, 이러한 노력의 결과 방만하고 관대했던 노인보호서비스 제도의 효율성을 높이는 한편 그 업무 및 책임의 소재를 분명히 하고 또한 ÄDEL개혁 이후 나타난 문제점들을 해결하는 데 성공하고 있다. 인구의 고령화가 빠른 속도로 진행되고 있는 우리나라에서 노인보호서비스 제도의 정착은 시급한 정책과제이며, 또한 노인보호서비스를 비롯한 복지재정의 지방이양에 따른 문제점도 심각하게 나타나고 있다. 그러나 스웨덴의 경우에서처럼 지나치게 방만하거나 관대한 제도의 수립은 지속될 수 없다는 점을 인식하고 업무의 지방이양으로 인해 빚어지고 있는 문제점들을 해결하기 위해서는 정치적 고려에 의한 졸속 행정을 지양하고 미래의 사회인구학적 변화와 재원확보 가능성이 충분히 반영된 정책의 수립에 매진하여야 할 것이다.

Abstract

This paper is aiming at deriving policy implications for building and improving of Korea’s elderly care system by analysing backgrounds and contents of the 1992 Swedish ÄDEL Reform and the changes and follow-ups the reform brought about. In 1992, Sweden carried out the ÄDEL Reform to modify and improve its elderly care system characterized by laxity and generosity, which resulted in transformation of major part of elderly care services from Swedish counties to municipalities. The ÄDEL Reform achieved its main goals, but, along with the economic crisis during the beginning of 1990s, led to unintended sharp reduction in elderly care services. To solve these problems, Sweden implemented adequate policies, and succeeded in correcting the problems emerged as key issues both before and after the reform. It is very important and urgent policy issues to establish a well-functioning elderly care system and remedy its shortcomings in Korea where the trend of ageing population is progressing very rapidly. However, to avoid a rough-and-ready policy-making induced by political consideration, the Korean government should rather endeavour to make policies reflecting both socio-demographic changes and possibilities of securing financial resources. In this context the experiences of Swedish elderly care system, both before and after the ÄDEL Reform, would give meaningful policy implications.
