Abstract

The purpose of this study is to analyze the Minimum Income Protection system for the elderly in European countries. Thus, first of all, the theoretical discussion of the Minimum Income Protection and the current situation in Europe were reviewed. In addition, the current situation of Minimum Income Protection systems and main public pensions in France, Germany, and Sweden were analyzed. The results of this study are as follows. First, while designing the public old-age income security system centering on the main public pension, multi-layer MIPs with adequate benefit level are important to alleviate the elderly poverty problem that the main public pension cannot solve. Second, for the purpose of alleviating the poverty rate, if the coverage of beneficiaries of the main public pension and the level of benefit are adequate, the maximum benefit level of MIPs should be set to 50% or more of the median income in order to alleviate the problem of poverty among the elderly. In other words, the effect of reducing the poverty rate of the elderly can be seen only when an adequate level of MIPs is operated for those who receive low or no benefits from the main public pension.
