노인빈곤과 노후소득보장체계 비교연구: 캐나다와 미국의 사례를 중심으로

노인빈곤문제는 한국에서 가장 부각되는 사회문제 중 하나이다. 노인 둘 중 한명은 빈곤에 처해 있는 상황이다. 이러한 노인빈곤문제에 대한 해소방안을 모색하기 위하여 본고에서는 캐나다와 미국의 경험에 주목하였다. 캐나다와 미국은 노인빈곤을 줄이는 데 성공한 대표적인 자유주의 복지국가 유형이며 “약한 비스마르크형(Bismarckian Lite)” 사회보험체제를 채택한 국가에 속한다. 캐나다의 성공적인 노인빈곤감소는 노후소득보장정책과 매우 밀접한 관련이 있다. 노인빈곤감소에 성공한 또 다른 자유주의 복지국가 유형은 미국이다. 미국은 낮은 공공복지지출과 높은 소득/부의 불평등을 지닌 반면, 상대적으로 낮은 노인빈곤을 유지하고 있는 국가이다. 본고에서는 캐나다와 미국의 노후소득보장체계를 살펴보고 한국에의 함의를 검토하였다. 이상의 논의에 기초하여 한국 노인빈곤정책 수립과 관련한 시사점을 요약하면 다음과 같다. 첫째, 기초연금의 확대(보편적 급여형태로의 확대)와 내실화가 필요하다. 둘째, 공적연금에 더하여 공공부조제도의 중복급여체계에 대한 재조정이 필요하다. 셋째, 사회보장비를 대폭 확대하여 공적연금과 공공부조프로그램의 내실화를 기해야 할 것이다. 마지막으로 빈곤의 측정과 관련하여 대안적 빈곤측정방법을 노인빈곤 측정 시 고려해 보아야 한다.
Abstract
Currently, one of the most prominent social problems in South Korea is poverty for the elderly--One of the two elderly is in poverty. This study focuses on the experiences of Canada and the United States which have already suffered from the problems of the elderly poverty, in order to find ways to tackle the elderly poverty in South Korea. Canada and the United States are regarded as the liberal welfare states that have succeeded in reducing poverty for the elderly and have at the same time adopted the “Bismarckian Lite“ social insurance system. The successful reduction of poverty among senior citizens in Canada is closely related to income security policies for the elderly. Another country as a type of the liberal welfare states that has succeeded in reducing poverty for the elderly is the United States. The United States is a country characterized with low public welfare expenditure and high income/wealth inequality, while having relatively low elderly poverty. This study reviewed the social security system for the elderly in Canada and the United States and provided the implications for South Korea. Based upon the discussion I have reviewed, the implications for the elderly poverty in South Korea are encapsulated as follows. First, it is necessary to expand and improve the basic pension. Second, it is needed to re-adjust the double-benefit system of the public assistance in connection with the public pension. Third, public pensions and public assistance programs should be expanded substantially for their internal reinforcement. Lastly, an alternative poverty measure such as Supplemental Poverty Measure (SPM) should be considered, especially when measuring poverty among the elderly.
