프랑스 가족정책 개혁 내용과 시사점: 아동수당을 중심으로

Abstract

French family allowances were started in the 19th century to reduce the financial burden on workers. Since 1990, French family allowances have taken their place today in response to the problem of low fertility rates. The French family allowance is not only to encourage childbirth, but also a significant policy for social integration by reducing social income inequality. France provides a wide range of family allowances. As a result, the burden of social expenditure on children and families is high. Accordingly, France has been trying to improve the system for child and family-related allowances. korean government has introduced child allowances since 2018 to guarantee children's basic rights and promote welfare. Meanwhile, child allowance is also a policy to respond to the crisis of low fertility rate and population decline in Korea. Social discussions are continuously taking place on the subject and scope of the child allowance policy. In this context, the case of France in Korea, where the history of family allowance and child allowance is short, is significant as a case study. Therefore, this study aims to derive implications provided to Korea by examining the following contents focusing on child allowances among French family policies. First, the development process of French family policy was examined from a historical perspective. Second, the structure and characteristics of French social security resources were examined. Third, we looked at the problems that arise when France expands its family policy. As a result, the French child allowance has drawn social consensus over a long history, and based on this, is being implemented throughout childhood. In addition, France recognizes the importance of child allowance in terms of protecting individual equality and family values. And the responsibility of the state in protecting these values ​​is clearly defined.
