본 연구에서는 한국의 사회･경제적 상황분석을 통해 아동수당제도의 도입 필요성과 한국형 아동수당도입 방안을 제시하고, 아동수당제도 도입의 부정적 영향에 대한 비판을 구체적인 근거를 제시하여 대응하였다. 연구의 결과를 요약하면 다음과 같다. 첫째, 한국의 사회경제적 구조 및 특성과의 조응성측면에서 임금구조의 가구구성 미반영, 아동부양가구의 고용 및 소득 불안정성 증가, 아동부양가구와 비부양가구간의 세대내 형평성 문제, 베이비부머의 은퇴와 후세대 부담 증가에 의한 세대간 형평성 문제 등을 고려할 때 아동수당 도입이 필요하다는 것을 제시하였다. 둘째, 한국형 아동수당제도 설계는 보편주의 안에서 표적화 형태로 구축하는 것이적합한 것으로 보이며, 역진성 문제의 해결을 위해 기존의 인적소득공제 및 자녀세액공제를 폐지하고 아동수당제도로 대체하는 방안을 제시하였다. 셋째, 아동수당 도입에 대한 비판적 시각들로서 양호한 아동빈곤 상황에서 아동수당이 필요한지, 아동수당이 오용되지 않을지, 그리고 여성경제활동참여를 저해하지 않을지 등의 우려들에 대하여 실증적자료를 이용하여 검토한 결과, 이러한 우려가 타당하지 않거나 우려할 만한 수준이 아니라는 것을 제시하였다.
Abstract
This study explores necessity of introduction of the child allowance through social and economic situation in korea and suggests the korean-style child allowance systems, and respond to criticism of the negative impact of the child allowance. The results of the study are as follows. First, Considering the socio-economic situation in Korea, such as wage structure, income instability, and intergenerational equity, this paper suggests that the introduction of the child allowance system is necessary. Second, The design of the korea child allowance is suitable for the form of targeting within the universalism. This paper suggests to abolish existing tax deductions and replace child allowance. Third, Lower child poverty, misuse of child allowance, women's economic participation inhibition are raised as critics of the introduction of child allowances. however, this paper presents objective evidence that concerns are not reasonable or worrisome.
