이 연구의 목적은 자치단체의 재정 효율성을 실증적으로 측정해 보고, 비효율적 자치단체의 효율성을 제고시킬 수 있는 현실적 방안을 도출하고자 함에 있다. 분석대상은 2005-2006년 75개 시급 기초자치단체의 재정 효율성을 대상으로 하였다. 이를 측정하기 위해서 표준적 DEA-CCR, BCC모형을 활용하였으며, 추가적으로 Post-DEA분석인 TIER분석을 실시하여 지방재정 효율성 향상을 위한 현실적이고 단계적인 벤치마킹 방안을 제시하고자 하였다. 분석결과를 요약하면, 첫째, 표준적 DEA모형인 CCR-BCC모형을 통한 지방재정효율성 측정 결과 자치단체의 재정효율성 정도가 다양하게 분포되어 있고, 대다수의 자치단체에서 재정운영의 비효율적 문제가 존재할 수 있음을 확인할 수 있었다. 특히, 변동규모수익을 가정한 BCC모형에 의한 분석결과를 통해 지방자치단체의 재정효율성은 순수 기술적 효율성에 기인하기도 하지만, 그 규모에 따라 정도가 변화하는 것을 살펴볼 수 있었다. 둘째, 지방재정 효율성 제고를 위한 벤치마킹 분석을 통해 DEA모형에 의해 비효율적으로 밝혀진 자치단체에 대해 1차적으로 재정효율성을 향상시키기 위한 참조 벤치마킹 대상 제시와 그 운영방향에 대한 정보를 도출할 수 있었다. 셋째, TIER분석을 통해 투입․산출구조가 유사하고, 환경적 특성이 유사한 벤치마킹 대상제시를 통해 현실적으로 더 적합한 대상규명을 통한 단계적 재정효율성 제고 방안을 제시하고자 하였다.
Abstract
The purpose of this study is to take an empirical test with local finance efficiency and to attempt to present practical ways of improving inefficiently finance efficiency of local governments in Korea. The empirical analysis is conducted on data by relative finance efficiency of 75 cities(Si) in Korea. For the empirical analysis, this study uses DEA-CCR, BCC model and TIER analysis for suggesting the way of practical benchmarking to improve local finance efficiency in stage. As the results of analysis, first of all, the efficiency of local finance through the standard CCR, BCC model could find out that the efficiency degree of local finance is diversely distributed. In particular, the results of analyzing BCC model presuming Variable Return to Scale(VRS) could confirm that the efficiency of local finance is often stemmed from pure technical efficiency, but the extent varies according to the size of local government. Second, this study could draw reference benchmarking units and extract information on the operational direction to improve finance efficiency to the local governments found as inefficient by DEA model through an optimal benchmarking group analysis for the improvement of financial efficiency of local governments. Third, as using TIER analysis, this study would suggest role benchmarking models that are similar to input-output metrix, exterior environmental factors for improving local finance efficiency in stage.
