본 연구는 발달장애 성인을 위한 주간활동서비스 제도의 시행에 앞서 특수체육의 효과적인 적용 방안을 탐색하고자 하였으며, 이를 위해 문헌연구와 사례연구를 진행하였다. 문헌연구는 관련 보고서와 학술논문, 인터넷 사이트 자료 등을 고찰하였고, 사례연구는 시범사업 기관으로 선정되어 체육형 서비스 중심으로 운영하고 있는 경기도 소재 사설 특수체육기관을 대상으로 면담과 관찰, 사업 운영 자료 등을 수집하여 분석하였다. 이를 통해 다음과 같은 결론을 얻었다. 첫째, 주간활동서비스 영역 중 체육형 서비스에 대한 수요가 상대적으로 많을 것으로 예상되며, 향후 특수체육 전공자들에게 새로운 일자리를 제공할 것이다. 둘째, 제공인력과 제공기관에 대한 좀 더 명확한 기준이 마련되어야 하며, 기준에 부합하도록 특수체육 기관 및 전공자들이 준비해야 할 필요가 있다. 셋째, 대상자의 운동발달 단계 및 욕구에 맞는 체계적인 프로그램의 개발과 보급이 이루어져야 한다. 넷째, 사례연구를 통해 체육형 서비스의 시행 효과는 장애인 가족 지원, 대상자의 삶의 질 향상, 특수체육 전공자의 일자리 창출로 나타났으며, 체육형 서비스의 효과적인 정착 요건으로는 제공인력의 전문성, 체계적인 프로그램의 제공, 전문 운영체계 구축, 제도적 뒷받침이 주요 내용으로 도출되었다. 본 연구 결과는 주간활동서비스 제도의 정착 과정에서 유용한 정보로 활용될 수 있을 것이다.
Abstract
The study was to explore the effective application of adaptive physical activity(APA) prior to the implementation of day activity service for adults with developmental disabilities. The literary study and case study were conducted to achieve the purpose of this study. Literary study was conducted by examining the reports, scholarly papers, and documents of internet web-sites and the interview, observation, and various document related the day activity service of private APA center in Gyeonggi-do province for the case study. The major findings were as follows: First, the physical education services are expected to be relatively large, and provide new jobs for APA majors. Second, more specific standards for the personnel and the provider should be in place and APA and majors should prepare to meet the standards. Third, the development and distribution of systematic and rich programs suitable for the motor development phase of the subjects should be carried out. Fourth, the case study showed that the implementation of the physical education service resulted in 'support for the disabled family', 'improvement in the quality of life of the subjects', and 'job creation for APA majors' and that the efficient settlement of physical education services were presented as 'the expertise of the personnel', 'the provision of systematic programs', 'the construction of specialized operating systems', and 'systematic support'. The results of this study may be useful information in the process of establishing the day activity service system.
