지역사회 장애인 체육과 스포츠 거버넌스 발전방안: 학교체육, 생활체육 중심으로

본 연구는 거버넌스 이론을 바탕으로 우리나라 지역 장애인 체육 & 스포츠 현상에 대한 재조명과 발전적 방안을 함께 논의 및 공유하는 자료를 제공하는데 목적을 가진다. 이를 위해 본 연구는 우리나라 장애인 학교체육과 스포츠 및 장애인 생활체육 & 스포츠의 현 실태와 문제점을 분석하고 이를 개선시키기 위한 방안으로 교육, 복지 분야에서 이용되었던 거버넌스 기본 구축모델을 바탕으로 장애인 학교․생활체육 & 스포츠 네트워크형 거버넌스 구축 모델방안을 도출하였다. 구체적인 결과는 다음과 같다. 첫째, 장애인 학교체육은 조직구조, 지원방향, 운영, 문제해결방법과 지원방식, 지역사회 협력방안에 있어 집합형, 별거형 관계망을 가지고 있는 것으로 분석되었으며, 이를 개선하기 위하여 행정체계, 개발주체, 전문가, 학부모 및 장애학생, 병원 및 복지시민단체 등이 함께 발전하기 위한 네트워크형 거버넌스 모델이 필요한 것으로 나타났다. 둘째, 지역 장애인 생활체육이 가지고 있는 인식개선, 조직간 연계, 프로그램, 기구 및 장비, 지도자, 공공체육시설이용에서 일방형, 분배형 관계망이 문제점으로 나타났으며, 이를 개선하기 위한 현실적 대안으로써 각 시․도별 장애인생활체육위원회를 지역 장애인 생활체육 협의체 모델로 전환하는 정보교류 네트워크형 거버넌스 모델이 필요한 것으로 나타났다. 이를 통해 지역사회 장애인 생활체육 & 스포츠 인식개선을 위한 파트너십 형성, 자원과 전문성 교류증대, 현안 문제를 해결하기 위한 민간, 공공기관의 협력, 지역특성에 맞는 장애인 메가스포츠(올림픽, 체전, 국제대회 등) 운영에 필요한 토대마련, 재활체육-생활체육-전문체육의 연계성 구축 등을 발전시켜야 할 것이다.
Abstract
The purpose of this study was to provide information of a community disability of sports and sports phenomena to discuss future extension based on governance theory. In this study, physical education, sports for people with disabilities, and condition and problem of sports in Korea were analyzed. Therefore, sports governance model for people with disabilities which combined with form of special schools, sports for all, and sport network systems based on the present governance models used in a field of education and welfare was developed. The results of this study are as follows: First, the study was analyzed that physical education in special school has assembled or limited mechanism regarding organizational structure, supporting plan/process, management, problem-solving, and cooperation of local community. Therefore, integrated governance network system was necessary to improve Administration System, development subject, expert, students with disabilities and their parents, hospital, and welfare organization together. Second, current one-side and distributional network system was discovered as obstacle factors to solve/develop problems such as cognition, group connection, program, material, instructor, and community sport facilities. Therefore, governance network model supported information interchange is a viable alternative to switch from committee of sports for people with disabilities in each province based to local sport council for people with disabilities model based. The recommendation of this study is local society should develop sport for people with disabilities, improvement of cognition, enhancement of professionalism, cooperation of the public and civil sectors to restructure the service industry, development sports for people with disabilities based on regional characteristics, and construction of mutual relationship of rehabilitation sports, elite sports, and sports for all.
