국내·외 장애인 생활체육 현황 분석을 통한 시사점 모색: 한국, 영국, 미국, 일본 사례를 중심으로

초록

본 연구는 장애인 생활체육 현황에 대한 국내·외 사례를 바탕으로 우리나라의 장애인 생활체육 활성화 방안을 위한 수립하기 위한 시사점을 모색하는 것을 목적으로 하였다. 이를 위해 우리나라와 장애인 체육의 선진국인 영국, 미국, 일본의 장애인 생활체육 관련 최신 정책현황 자료를 수집하였다. 수집된 자료는 장애인생활체육의 핵심지표인 생활체육 참여율, 프로그램, 지도자 양성제도 및 현황을 중심으로 분석하였으며, 이를 통한 장애인생활체육 활성화 측면에서의 정책적 시사점은 다음과 같다. 첫째, 장애인 생활체육 참여율을 향상시키기 위해서는 치료 및 재활체육의 영역과 생활체육의 연계 구축 방안이 마련되어야 한다. 둘째, 장애인의 다양한 요구를 충족시킬 수 있는 수요자 중심의 맞춤형 생활체육프로그램을 개발하고 거주지 중심의 생활체육 시설을 확충해야 한다. 셋째, 장애인체육 지도자를 시군구 단위로 확대 ‧ 배치함으로써 많은 장애인들에게 전문적인 생활체육 프로그램을 제공하여야 한다.

Abstract

The purpose of this study was to seek the implicating points so as to establish the ways of vitalizing sport for all for people with disability in Korea. For this purpose, the latest political stated of the materials connected with the sport for all for people with disability of England, America and Japan which are the advanced countries of sport for people with disability were collected. And the collected materials were analyzed, mainly putting emphasis on the rate of participating in the sport for all, the program of it, the system of fostering leaders and the present state of it. And Through those, the political implicating points in the aspect of vitalizing the sport for all for people with disability are as in the followings. Firstly, so as to improve the rate of participating in sport for all for people with disability, the connected establishing plan between the fields of treatment and rehabilitation sport and sport for all should be prepared. Secondly, the matching program for the sport for all which can satisfy the various demands of the disabled should be developed, and the residence-oriented sport for all facilities should be expanded. Thirdly, the professional sport for all programs should be provided for the disabled through extending and deploying the sport instructors for the disabled according to the small administrative districts such on city, county and borough(si, gun, gu).
