장애학생 체육활동 현황 및 발전 방안

본 연구의 목적은 2013년부터 시행된 학교체육 진흥법 제정에 따라 장애학생 체육활동 실태조사를 실시하여 특수학교 체육교과 운영 현황, 방과 후 체육활동 프로그램 제공 등의 구체적인 운영 실태를 분석함으로써 향후, 장애학생 체육활동 활성화를 위한 구체적인 시사점을 도출하는 것이다. 연구 목적을 달성하기 위해 전국 156개 특수학교에 재직 중인 체육교과 담당 교사 및 특수 교사를 대상으로 설문조사를 실시하였으며, 그 중 체육교과를 운영하고 있지 않은 8개교를 제외한 총 148개교의 실태 자료를 분석에 사용하였다. 연구결과, 특수학교 유치, 초등, 중등, 고등부의 주당체육 시수가 매우 부족한 것으로 나타났으며, 체육교과를 담당하고 있는 교사는 대부분 비전공자인 것으로 나타났다. 또한 장애학생건강체력검사(PAPS-D)를 시행하는 학교는 44개교(29.7%), 방과 후 체육활동(특기적성교육)은 126개교(85.1%), 학교운동부는 86개교(58.1%), 기타 체육활동은 104개교(70.3%)에서 운영하고 있는 것으로 조사되었다. 특수학교 체육시설 현황은 전국특수학교 중 45개교(30.4%)만이 체육관 규모의 실내형 체육시설을 갖추고 있는 것으로 나타나 매우 열악한 체육환경에서 활동하고 있는 것으로 조사되었다. 이상의 연구 결과를 토대로 장애학생 체육활동 활성화를 위해서는 주당체육시수 확보, 전공자 체육교과 담당배치, 학교운동부 및 방과 후 체육활동의 효율적인 운영과 시행, 특수학교 체육시설 확충 등의 총체적인 지원이 필요할 것으로 판단된다.
Abstract
The purpose of this study was to find out the accurate implications to activate physical activity for student with disability through operation condition analysis about physical activity for them which involved current status of physical education subjects in special school, providing after-school physical activity program. To accomplish this study’s goal, on a national scale, 148 out of 156 special schools which had P.E class in their curriculum were included and adapted physical education teacher and special school teacher were asked to conduct questionnaire survey. The results were as followed. P.E class number per week was insufficient in kindergarten, elementary, middle school, high school and majoring course. Most of special schools, non physical education majored teacher teaches P.E. In addition, research showed that 44 schools (29.7%) enforced PAPS-D, 126 schools (85.1%) run after school physical activity program, 86 schools (58.1%) had school’s athlete clubs, and 104 schools (70.3%) ran other sports activities. In special school’s sports facilities status, only 45 schools (30.4%) had indoor gymnasium, it meant's that students were in inferior sports environment. Based on the research’s results, in order to vitalize physical activity for students with disability, overall support will be needed like secure the P.E class time, posting adapted physical education majored teacher as a P.E teacher, effective management and enforcement about after school physical activity program and school’s athlete clubs and expansion of sports facilities in special school.
