Abstract
This study empirically examines the effects of macroprudential regulations, such as Loan- to-Value (LTV) and Debt-to-Income (DTI) limits, on financial stability and income distribution in response to the rapid growth of household debt. Using panel data from 38 OECD countries (1980-2020) and time-series data from Korea (1990–2022), the research addresses two main questions: (1) Do household debt regulations effectively curb the growth of household and private credit? (2) Do these regulations have a statistically significant impact on income distribution? The findings indicate that household debt regulations significantly suppress the growth of household and private credit, contributing to financial stability. However, their impact on income distribution is statistically inconsistent and largely insignificant. The analysis of Korea's time-series data reveals similar trends, providing no clear evidence that stricter regulations exacerbate income inequality. These results suggest that macroprudential policies are primarily designed to enhance financial stability, and separate policy interventions may be required to address income distribution concerns. This study offers a distinctive contribution by combining cross-country panel analysis with a country-specific time-series analysis to comprehensively evaluate the effects of household debt regulation. Furthermore, it refines previous research by analyzing changes in regulation intensity, providing more nuanced insights. Nonetheless, this study acknowledges limitations in capturing various dimensions of income distribution and calls for future research using more detailed and long-term data for a broader analysis.
