본 논문은 냉전 이후 군비경쟁이 어떠한 형태로 변화해 왔는지를 알아보는 데 목적을 두고 있다. 냉전기 군비경쟁은 미국과 소련의 핵무기를 통한 군사력 경쟁을 중심으로 전개되었다. 그러나 냉전 이후 군비경쟁은 냉전기보다 더욱 복합적으로 변화하고 있다. 특히, 기존 양극화 중심의 경쟁이 다극화되면서 지리적 중요성을 중심으로 한 무기개발 경쟁에서 군사협력을 포함한 다양한 형태로 변화하고 있다. 이는 기존 미국과 소련 중심의 경쟁이 냉전 이후 동아시아 지역과 같은 지역 중심으로 변화했기 때문이다. 즉, 기존의 미국과 소련의 양극 중심 세력경쟁에서 지역강대국 중심인 다극 경쟁으로 변화하고 있는 양상과도 관련이 있다고 해석할 수 있다. 특히, 기존의 군비경쟁이 핵무기 중심의 무기개발에 무게를 두었다면, 최근에는 극초음속 미사일 개발과 같은 무기 경쟁뿐만 아니라 말라바르 훈련과 같은 우호국 중심의 합동 군사 훈련을 포함하는 복합적 형태로 변화하고 있다. 본 논문은 이와 같은 형태의 군비경쟁이 동맹국 또는 파트너국의 군사 무기개발의 공백을 메워 줌으로써 지역 내 불안정한 평화를 지속해서 유지시켜 줄 것이라고 본다.
Abstract
This paper aims to investigate how the arms race has evolved since the Cold War. During the Cold War, the arms race was primarily characterized by military competition between the United States and the Soviet Union, with a strong emphasis on nuclear weapons development. However, in the post-Cold War era, the arms race has become more complex than its Cold War counterpart. Specifically, as the previously bipolar competition transitioned into a multipolar dynamic, the arms race, once focused on geographically significant arms development, has diversified to include various forms, such as military cooperation. This shift reflects the changes in global power structures after the Cold War, where the competition between the United States and the Soviet Union gave way to regional rivalries, such as those in East Asia. In other words, this transition marks an evolution from the bipolar competition of the Cold War to a multipolar rivalry, often driven by regional powers. Additionally, while the arms race during the Cold War heavily focused on the development of nuclear weapons, it has recently evolved into a more complex phenomenon. This transformation includes not only competition in weapons development, such as the development of hypersonic missiles, but also joint military exercises involving allied nations, such as the Malabar Exercise. This paper argues that this evolving form of arms race will continue to maintain unstable peace in certain regions by addressing gaps in military capabilities through collaboration among allies and partners.
