평화통일의 나침반을 선보이려는 의도에서「한반도의 평화 로드맵」이라는 글을 썼다. 이 글은 14개 항목에 걸쳐 3단계(제1단계=남북한 교류·평화공존 단계/ 제2단계=평화체제 구축 단계/제3단계=통일단계)로 ‘평화통일이 이행될 필요가 있음’을 강조한다. 3단계의 평화통일 이행을 도식적으로 나타내기 위해 <표 1: 한반도의 평화 로드맵>을 그렸다. 위의 제1단계를 다시 전반부(남북 교류 단계)와 후반부(평화공존 단계)로 나눠, 14개 항목별로 ‘평화통일로 이행하는 관계’를 나타낸 것이 <표 2>이다. <표 2>에는 DMZ의 장벽을 뚫는 점(금강산, 개성, 철원의 세 개의 점)을 잇는 선을 확장하여 면(DMZ의 소 평화지대)을 만든다는 ‘점(点)-선(線)-면(面)’ 이행의 발상이 들어 있다. DMZ의 소(小) 평화지대를 남북한의 수도권 지역(서울~평양)까지 확대하여 중(中) 평화지대로 조성한 다음에 한반도 전체를 대(大) 평화지대로 만들자는 것이다. 무엇보다도 중요한 것은 <표 1>의 14개 항목별 이행을 아우르는 ‘사회구성체(social formation)의 이행’이다. 제1단계의 사회구성체, 즉 ‘지속가능한 평화를 통한 탈미 자주(脫美自主)의 사회구성체’를 이룩하기 위한 대안은 지면 제약상 생략한다.
Abstract
This report is written in pursuit of providing a compass for a peaceful reunification of two Koreas. It has 14 items divided again into 3 stages in the process of the reunification: the first stage is the South-North interaction/peaceful coexistence, the second one the peaceful regimes setup, the third one the reunification. I added a diagram to this as in ‘Chart 1: the roadmap for peace in the Korean peninsular’. The first stage is again divided into the former(the South-North interchange) and the latter(the peaceful coexistence) stages, as in the ‘Chart 2’. This diagram shows the pertained idea of the ‘point-line-area’ enlarging. The second-coming ‘line’ making is about connecting three different ‘points’ in the North(the mountain ‘Keumgang’, the cities of Kaesung and Chulwon), to declare it as a small DMZ(Demilitarized zone). The following ‘area’ making is about spreading this small DMZ into a medium one by including the capital areas of two Koreas. The reunification of the entire peninsula can only come next. Most important is the ‘transition of the social formation’ comprising the transfer of the 14 items in ‘Chart 1’. A number of alternatives to establish the ‘social formation through sustainable peace for de-Americanization and self-rule’ follow up in the report.
