외환 위기 이후 금융 시스템 변화의 특징을 살펴보면 은행 대출 구조의 변화, 기업 재무 구조의 건전화, 개인 재무 구조의 악화, 자본 시장의 부침, 외국 자본의 국내 기업 소유 확대 등에는 변화가 있었으나 개인 자산 선호 및 금융 기관 자산 규모 분포에 큰 변화가 없었고, 국내 기업의 주식 소유에 있어서 일반 기업의 주식 소유 비율이 안정적이었다. 특히 개인 자산 선호와 금융 기관 자산 규모 분포에 큰 변화가 없었던 점은 자본 시장의 역할을 강화하려고 하는데 있어서 큰 제약요인이라고 할 수 있다. 또한 기업의 주식 소유 분포에서 일반 기업의 주식 보유 비중이 높다는 것은 외국인의 주식 소유가 확대된 것을 고려하더라도 현재의 기업 간 주식 보유에 의한 안정적인 지배 구조 유지라는 재벌 체제가 크게 흔들리지는 않을 것이라는 것을 의미한다. 또한 제2 금융권을 중심한 재벌의 금융 소유가 지속되고 있다는 점도 산업과 금융의 건전한 긴장 관계 유지를 통해 지속적 성장을 유지하는 것에 장애 요인이 될 것이다. 향후 금융 시스템의 효율화 및 안정화를 위해서는 금융 제도의 시스템적 위험을 방지해야 하고, 경제 정책으로부터 독립적·중립적으로 금융 감독 정책을 수행할 수 있도록 금융 감독 체계를 개편해야 한다. 마지막으로 지속적인 성장을 위해서는 혁신 주도형 금융 제도를 구비할 필요가 있다.
Abstract
A great deal of change has occurred in the financial system in Korea since the 1997 financial crisis. A much greater share of bank lending has gone to SMEs and households as large corporations reduced their borrowing. They aggressively paid down their debt, and the financial condition of the corporate sector improved significantly. Foreign ownership of Korean companies increased sharply, especially when Korean institutional investors left the market. The share of foreign ownership in Korean banks has increased in tandem：three Korean commercial banks are now firmly in foreign hands. Despite these changes and generally higher risk-aversion, the structure of financial asset holdings of households has changed little. The assets of financial institutions have also not changed much. In the share ownership structure, the non-financial corporate sector still plays an important role, serving as the cornerstone of the Korean corporate group structure. In fact, the chaebols have become even more dominant in the non-bank financial sector, and this is seen as a major hindrance toward the establishment of a sound relationship between finance and industry. For the sound development of the financial system in Korea, much must be done to reduce systemic risk in the financial markets. An independent and neutral financial supervision system would benefit the economy enormously in the long run. Furthermore, for the sustainable development of the Korean economy, a financial infrastructure that encourages innovation needs to be established.
