한국은 새로운 성장산업의 창출 및 첨단산업으로의 진입이라는 과제와 그 외 산업의 지속적인 추격이라는 과제를 동시에 안고 있다. 한국의 혁신정책도 참여정부 들어 시스템적인 사고를 도입하는 등 이전에 비해 미진했던 혁심시스템의 구성요소를 강화하고 있지만, 상대적으로 취약한 지식기반수준에서 혁신과정에서의 지식의 중심성을 적극적으로 고려하지 않는다는 점에서 한계를 갖는다. 혁신과정에서 지식은 중심적인 지위를 차지하고 지식의 생성과 확산과 이에 따른 활용이 혁신과정을 특징짓는다고 할 때, 혁신정책은 대상이 되는 혁신수준의 저변에 깔린 지식과정 및 지식기반의 수준과 특성을 감안해서 입안되고 집행되어야만 효과성을 갖는다. 국민경제 전체에서 지식생산을 활성화하고 지식기반을 형성시키며 지식의 확산과 활용을 명시적으로 의도하는 혁신정책의 수립이 요구된다.
Abstract
Korea has to achieve two mission, i. e. the creation of new growth engine and entry into the frontier industry, and the continuous catch-up of non-dominant industry. The innovation policy in Korea has limitation in that it does not consider the centrality of knowledge in innovation process, albeit the relatively fragile knowledge base compared to rival advanced countries. The creation, diffusion and utilization of knowledge characterizes the innovation process, so innovation policy has to consider the level and nature of knowledge process and knowledge base, in order to be effective. Therefore it is necessary to build innovation policy with explicit aims to facilitate the creation of knowledge, building knowledge base, and diffusion and utilization of knowledge.
