생태계적 관점에서 본 한국 경제의 혁신 활성화 여건에 관한 고찰

한국 경제는 저성장과 고령화라는 새로운 현상과 동시에 1990년대 후반 이래 지속적으로 악화되는 소득 분배에도 대응해야 할 국면에 도달했다. 이러한 상황에서 이 글은 한국 경제가 기존의 성장 방식과는 다른 혁신적인 성장(innovative economic growth)을 이루어 내기 위해서는 어떤 조건이 필요한가에 대해 정리하고자 하였다. 혁신 이론의 관점에서 생태계적인 접근 방식을 취할 때, 지식 생태계로 대표될 수 있는 혁신적인 성장의 투입 요소, 기업 생태계로 대표될 수 있는 혁신적인 성장의 변환 요소, 경제적 부가 가치와 혁신 역량으로 표출될 수 있는 혁신적인 성장의 산출 요소(output factor)가 고려되어야 한다. 이러한 상황에서 앞으로 한국 경제에서 혁신적 성장이 이루어지고 유지되기 위해서는 지식생태계가 풍부해져야 하고 이를 활용하는 기업 생태계가 건강하고 지속가능해야 하며, 산출 요소인 경제적 부가 가치와 혁신 역량이 다시금 새로운 순환으로연계되어야 한다. 이를 위해서 다양한 아이디어가 표출되면서 융합될 수 있도록해야 하고 이것이 가능해질 수 있도록 관련 지식 네트워크가 활성화되어야 하며, 지식의 유형별로 차별적인 대응 방안이 강구되어 지식 생태계가 풍부해져야 한다. 또한 기업 생태계가 건강해지고 강화되기 위해서는 우선 혁신적인 창업이 활성화되어야 하고 혁신적 중소기업의 역량이 강화되어야 하며, 재벌계 대기업의경영 전략에 변경이 필요하다.
Abstract
It is necessary for Korean society to achieve alternative innovative economic growth away from the old –type way of growth in order to cope with the low growth rate and aging trend as well as deterioration of income inequality. We try to suggest the necessary condition for this innovative economic growth. From the point of view of innovation theory, utilizing ecosystem approach for innovative growth helps to identify the main elements, that is, knowledge ecosystem for innovative input factor, business ecosystem for transformation factor, and economic value added and innovative capabilities for innovative output factor. In order for Korea to achieve innovative growth, it is needed to have plentiful knowledge ecosystem and robust business ecosystem.
