Abstract

This study examines the impacts of the current economic crisis on foreign policy paradigms of the United States. The emphasis is given to two related factors: the possible effects that the economic crisis may bring on regarding the U.S.’s domestic resource mobilization capacity and the nature and direction of changes in the U.S. foreign policy paradigms associated with those effects. Toward this end, this study, first, with offensive realism as a main theoretical framework, reviews various paradigms that have affected U.S. foreign policy. Second, this study compares and analyzes the U.S. foreign policy paradigms before and after the current economic crisis. During the Clinton administration, U.S. foreign policy is characterized by selective primacy; during the Bush administration, realist internationalism; and under the current Obama administration, internationalist realism. These are a series of mixture of competing but not exclusive paradigms that have existed in the U.S. foreign policy circle. Based on this discussion, this study concludes that the current economic does not seriously damage the position of the United States in the international system; U.S. policy behavior is mostly influenced by its strategic calculations that aims to maximize and maintain its power and dominance; and a combination of paradigms can be used to induce and justify policy choices that represent U.S. foreign policy interests. In the short to mid term, the Obama administration’s foreign policy paradigm, which is internationalist realism, is also likely to show characteristics of multilateralism due to the U.S.’s reduced international leadership associated with its weakening capacity in domestic resource mobilizing. The U.S. needs to behave cautiously but this does not necessarily mean that the U.S. abandons certain types of policy options. The essential goal of U.S. foreign policy is to maintain its dominant position in the international system by increasing the costs of balancing of any potential rivals. To achieve this goal, the U.S. will keep all policy options on the table. In addition, if U.S. domestic pressure orders the Obama administration to increase its external economic gains, the administration is likely to follow the orders as the administrations in the past did at the expense of interests of other countries.
