이 글은 2008년 경제위기가 지구적 세력균형, 특히 미중관계를 어떻게 변화시키고 있는지 그리고 미중 양국의 위기 대처전략이 상대방에 대한 외교전략을 어떻게 반영해왔는지를 분석한다. 더불어 변화되는 미중관계 속에서 한국의 전략방향을 설정한다. 이 글이 제시하는 바는, 첫째, 미국의 금융위기 대처전략은 단기적으로는 위기 극복을 위한 중국과의 양자 간 혹은 다자 틀 속에서의 협력으로 특징지워진다는 것, 둘째, 이러한 상황은 미중이 상당 기간 서로의 존재를 인정하고 전략적 협력을 추진할 수밖에 없다는 인식에 기초하고 있다는 것, 셋째, 그러나 미중 상호 간의 균형전략이 장기적으로는 가속화될 것이라는 인식하에 잠재적이고 간접적인 균형전략이 작동하고 있다는 것, 넷째, 이러한 균형전략은 국제금융레짐의 제도적 변화, 금융위기의 원인과 처방에 대한 담론 형성, 미중 간의 구체적 이슈를 둘러싼 정책 등에서 나타난다는 것 등이다. 이러한 상황에서 한국의 전략 목표는 세력전이에서 협력적 지역질서의 변환으로 가는 전기를 마련하는 것이다. 이를 위해 향후 10년간 동아시아 세력전이를 평화적으로 흡수 발전시킬 수 있는 체제적 유연성을 확보하고, 새로운 지역제도적 기반으로 평화적인 세력전이 과정을 확보하여야 한다. 구체적으로 한미관계를 활용도를 다차원적으로 극대화하여, 한반도, 지역, 지구 차원에서 한국의 위상을 확보하는 한편, 중국과의 다차원적 전략네트워크를 발전시키기 위해 ‘전략적 협력동반자관계’의 구체적 내용을 확보해야 할 것이다.
Abstract
This article traces the change in the relationship between the United States and China after the global economic crisis in 2008, and how grand strategies of both countries have been reflected in their policies to cope with the crisis. South Korea’s foreign policy on how to adjust to these changes is also the subject of this article. Major arguments are that 1) U.S. strategy, in the short run, is defined by its strategic move to accelerate the cooperation with China; 2) both the United States and China are aware of the structural imperative toward mutual cooperation; 3) potential and indirect way of balancing against the other is under way with the recognition that long-term balancing is inevitable; 4) these modes of balancing are reflected in the issues such as global financial reform, discourses on the crisis, and specific bilateral issues. South Korea, in the midst of these changes, needs to maximize structural flexibility of East Asian international relations to absorb the fluctuations of power transition in the region. South Korea-U.S. alliance is expected to do the important role in enhancing South Korea’s power, and South Korea also needs to make concrete the contents of strategic cooperative partnership with China with multi-layered networks.
