정치 균열의 전환과 2012년 대통령선거 세대와 계층 변수를 중심으로

이 글은 선거 해석을 위한 기존 연구방법이 갖고 있는 한계를 보완하는 방법으로 정치동원론의 시각을 수용했다. 그리고 2012년 대통령선거에서 나타난 지역, 이념, 세대, 계층의 균열 구조들 사이의 상호관계를 분석했다. 지금까지 한국에서는 가장 중요한 정치 균열이었던 지역주의와 이념의 대결이 지속적으로 약화되는 가운데, 세대 균열과 계층 균열의 요소가 점차 중요하게 부각되어 왔다. 그런데 한국에서 세대 균열과 계층 균열의 관계는 모순적으로 얽혀 있다. 청년층에서는 전반적으로 진보적 성향이 지배적인 가운데 세대 내 계층 균열은 대체로 하층으로 갈수록 그 같은 지지 성향이 강화되는 경향이 있다. 반면에 노장년층에서는 전반적으로 보수 성향이 지배적인 가운데 세대 내 계층 균열이 계층 배반적이라 할 만한 양상을 보인다. 이런 구조에서는 세대 균열과 계층 균열이 진보와 보수 진영 사이의 지지기반을 양극화시켜 쌍봉형 투표 구조를 만드는 경향이 있다. 이런 구조는 젊은 층보다 인구비중과 투표율이 크게 높은 노장년층을 기반으로 하는 보수 진영에 유리하게 작용한다. 대통령선거에서 진보 진영이 패배한 주요 원인은 세대 균열을 지나치게 협애하게 해석하고 기존의 진영통합 전략에만 매몰됨으로써 확장성을 갖지 못했기 때문이다.
Abstract
Using the political mobilization theory, this paper attempts to overcome the limit of existing studies analysing elections in South Korea. And, it examines the interactions among various political cleavages such as regionalism, ideology, generation effects and class status in the presidential election of 2012. The impacts of both regionalism and ideology as the most important political cleavages in Korea have been consistently weakening. Instead, the influence of the generation effects and the class status on individual voting behavior have been gradually growing and turned to the cleavages. In addition, the relationship between the generation effects and the class status is complex enough for us to analyze. While the younger generation is generally more liberal, among them the lower class is more liberal than the upper or middle class. While the old generation is generally more conservative, meanwhile, the lower class being more conservative than the upper class among them. Because of the interaction between the generation effects and the class status, the polarization of support along the liberal-conservative ideological spectrum leads to the bi-modal distribution of voting behavior. It is advantageous for the conservative block to win the elections, because the elder exceed the younger in voting turnout. Moreover, the liberal block heavily depended on mobilizing the younger generation during the 2012 presidential election and was defeated.
