한국사회 정치균열의 변화 : 2005년, 2010년 및 2015년 조사결과 비교

이 글에서는 정당 체계 형성과 민주주의 체제 안정성에 초점을 둔 기존 균열 연구의 거시적접근 편향의 한계를 극복하고 정당, 정치이데올로기, 그리고 정책선호 등을 중심으로 개인 수준의 균열에 대한 함의를 파악하고자 했다. 구체적으로 이 글에서는 바르톨리니와 마이어와 디건-크라우스의 구조-태도-조직을 핵심 요소로 하는 완전한 균열 개념을 원용하여 민주화 이후한국 정치를 규정해 온 완전한 균열인 지역균열의 변화 여부를 2005년부터 2015년까지 5년단위로 세 차례에 걸쳐 수집한 대표성 있는 유권자 설문 자료를 이용하여 실증적으로 확인하였다. 연구 결과, 민주화 이후 유일한 완전한 균열로서 한국 정치를 규정해 온 지역균열은 개인수준의 태도와 정체성 측면에서 기본적으로 유지되고 있는 것으로 보인다. 호남 출신은 영남출신에 비해 자신을 진보적으로 평가하고 있으며, 영호남 출신 모두 각 지역에서 배타적 지지를받아 온 정당에 매우 높은 지지를 보내고 있으며, 각 지역정당과 한국적 상황에서 정치이데올로기와 깊이 연계되어 있는 정책에 서로 다른 방향으로 선호를 드러내고 있다. 다만, 가장 최근조사에서는 이전에 비해 지역정당에 대한 지지가 약화되고 있으며, 대구/경북과 부산/울산/경남출신의 정당 및 정치적 선호의 분화도 일어나고 있다는 점에서 완전한 균열로서 지역균열이 새로운 구조와 조직에 기반 한 형태로 변화하고 있는 중일 가능성도 있다. 호남과 대구/경북 출신이 겪는 교차압력이 상대적으로 낮은 것과 이들의 지역정당 및 연계 정책에 대한 지지가 상대적으로 견고하다는 점은 이 같은 추론을 뒷받침한다.
Abstract
This paper aims to overcome the limitations of macro-level approaches focusing on party system or the stability of the democratic system in the literature on political cleavage research. It attempts to identify the implications of political cleavage at the micro-level, focusing on the individual’s party support, political ideology, and policy preferences by taking advantage of nationally representative voter survey collected every five years from 2005 to 2015. Specifically, the study empirically identified changes in the regional cleavage that has defined Korean politics as the full-cleavage, the concept of which is developed by Bartolini and Mair and later elaborated on by Deegan-Krause. The study finds that the regional cleavage, which has defined Korean politics as the only full cleavage after democratization, has been basically maintained in terms of political attitudes and identity. Honam natives are more likely to consider themselves more progressive than Youngnam natives. Honam and Youngnam natives strongly prefer the party that has been exclusively supported in each region. In addition, they each strongly support policies—such as policies toward North Korea—that have been deeply linked to their regional party. However, the most recent survey shows that support for regional parties is weaker than before and political preferences begins to diverge among Daegu/Kyungpook and Busan/Ulsan/Kyungnam natives. We may infer that the regional cleavage as full cleavage is likely to evolve based on new structure and institution. The relatively low cross-pressure scores and solid policy preferences associated regional party among Honam and Daegu/Kyungpook natives seem to support this conjecture.
