민간투자사업 적격성조사에 대한 비판적 고찰재무할인율을 중심으로
A Critical Study on the Discount Rate of Value for Money in Public-Private Partnerships

이 연구는 사회기반시설을 민간재원으로 건설·운영하는 민간투자사업에 대해이를 심사·승인하는 적격성 또는 투자가치성(VfM, Value for Money) 조사의방법론을 비판적으로 고찰한다. 특히 정부실행대안(PSC)과 민간투자대안(PFI)의 정부부담액을 비교하여 정부부담액이 적은 대안을 선택하는 VfM 기법에 대해 우리는 민자사업으로의 추진 여부를 가르는 핵심 모수인 재무할인율의 산정과 적용이 적절한 근거를 갖고 있는지를 검토한다. 그 결과 현재 사용되고 있는재무할인율은 공공사업의 취지를 민간투자의 기회비용으로 제한하고 민간·정부간 위험의 이전 및 배분 원칙에 상응하지 못하고 있으며 두 대안 간 체계적 위험의 차이 역시 반영하지 못하고 있다. 그리고 이 같은 결함은 실제 적격성조사를통과한 사례들에서도 드러난다. 그럼에도 불구하고 할인율을 자의적으로 적용하는 VfM 조사는 결과적으로 민자사업을 선호하는 비중립적인 결과를 낳고, 민자사업이 내세우는 경제성·효율성의 증진 대신 오히려 정부재원 공공사업에 비해 사회구성원들에게 더 비싼 비용을 부담케 할 수 있다.
Abstract
We critically examine the process in the appraisal for the Public-PrivatePartnerships(PPP), which is nowadays called the Value for Money(VfM) inseveral countries including Korea. The VfM, which compares between thePublic Sector Comparator(PSC) and Private Finance Initiative(PFI) and selectsthe more economical one in terms of fiscal burden, raises a series ofquestions about its methodology, assumptions and implications. In our analysis,however, we focus on the appropriateness of the discount rate whichfunctions as a critical cut-off rate between the PSC and the PFI. Throughtheoretical investigation and case studies, it is shown that the discount rateused in the VfM not only rests upon the narrow concept of the opportunitycost of investment in the private sector but fails to reflect coherently the extentof risk transfer and allocation between the public and private sector, andconsequently contributes to the bias in favour of PFI. These findings cautionagainst using the VfM with an inappropriate discount rate and therebyincreasing reliance on PPP instead of public provision.
