본 논문은 임대형 민간투자사업(BTL) 적격성 조사 자료를 기초로 민자 사업 효율성을 판단하는 VFM의 결정요인에 대한 이론과 실증 분석을 통해 그 적격성 평가제도의 개선점을 모색하였으며, 정량적 VFM 규모에 영향을 미치는 다양한 요인들(위험의 이전, 사업의 규모, 경쟁, 평가기관 등)을 고려하였다. 분석결과 사업의 규모는 직접적으로 VFM 결정에 기여하며 위험의 이전(많이 수행되는 사업유형), 경쟁(수도권 소재사업)의 경우에도 VFM이 다른 조건이 일정할 때 더 높은 것으로 나타났다. 평가 기관의 경우 민간기관이 적격성을 평가한 사업이 정량적 VFM이 더 높은 것으로 분석되었다.
Abstract
The goal of this study is to review and analyze the determinant of VFM(value for money) in BTL(Build Transfer Lease) projects. We consider variety of factors affecting the efficiency (VFM) of BTL such as project type, scale of project, competition, evaluation institute and etc. We discover that scale of project, competition may affect the quantity of VFM. For the characteristics of evaluation institute, VFM is higher when private estimates the project rather than public institute does.
