공공투자에 있어 사회적 할인율 산출에 관한 연구

초록

본 연구는 사회 전체의 효율적 자원배분을 위한 공공투자사업의 타당성을 평가하는 데에 사용되는 사회적 할인율을 산출하는 것에 그 목적을 두었다. 사회적 할인율은 사회적 시간선호율, 사회적 투자수익률, 그리고 양자를 가중평균한 사회적 할인율로 구분할 수 있다. 본 연구에서는 선행연구들에서 발견한 일부 오류들을 수정하고 주관적인 가정이나 추정값이 아닌 객관적인 국가 및 금융 통계자료들과 계량모형의 분석결과를 기반으로 세 가지 사회적 할인율을 산출했다. 연구결과 기간별 평균 사회적 할인율은 5.02%~5.14%('00~'04), 2.10%~2.17% ('05~'09), 3.01%~3.06%('10~'13)로 산출되었다. 추정된 사회적 할인율 추이를 살펴볼 때, 공공투자사업의 경제성을 보다 올바르게 평가하기 위해서는 현재의 사회적 할인율을 적정수준으로 하향조정해야 할 시점이라고 판단된다.

Abstract

The purpose of this study is to calculate the social discount rate that is used to analyze the feasibility of public investment and resource allocation of the investment community as a whole. The social discount rate can be calculated by social time preference rate, social investment, and the weighted average of both social discount rate. In this study, I fixed some errors found in the previous study objective and did the calculation of the three social discount rate based on national statistics and financial market statistics rather than subjective assumptions. Results Overall, the average social discount rate was calculated to be 5.02% to 5.14%(00~'04), 2.10% to 2.17%('05~'09), and 3.01% to 3.06%('10~'13). Looking at the estimated social discount rate trend of social discount rate for the evaluation correctly economics of public investment projects is determined that the next time we need a further downgrade.
