Abstract

The Care Act 2014 stresses the major advance it represents in terms of the legal rights for carers in UK. This study analyzes the institutionalization of carer rights in UK. We have found that the institutionalization of carer rights does not lead to the strengthening of citizenship for the following reasons. First, under the male bread winner model of the British welfare state, where women are forced to take care responsibilities, institutionalization of carer rights resulted in mobilizing family care. Second, inadequate social care provision, which was caused by cash-benefit centered, residual and marketized British social care policies, led to expansion of informal care. Third, when social care services were substantively declined due to the reduction of welfare spending, institutionalization of carer rights failed to strengthen social citizenship.
