극심한 양극화로 인해 우리 사회가 내부로부터 붕괴되고 있다. 이에 대한 해결책으로 기본소득제가 학자들 사이에 논의되고 있다. 본 논문은 기본소득제가 양극화의 문제를 근본적으로 풀기에는 역부족임을 지적하며 그 대안으로 기본자산제를 제시한다. 기본자산제는 플라톤이 이상적인 정책으로 제시했던 것으로, 본논문은 플라톤의 기본 취지는 살리면서도 그가 당시 상상하지 못한 문제들, 예를들어, 기업의 소유구조 문제, 금융 위기 문제, 상속권 문제 등에 기본자산제를 연계시키려 시도하였다. 이 정책은 협동조합을 활성화해서 고용관계의 공정성을제고하고 직장민주주의를 강화시켜 생산자의 실질적 자유를 향상시킬 수 있다고 주장한다. 뿐만 아니라, 배타적 재산권에 근본적 문제를 제기함으로써, 양극화를 초래하는 시장의 불평등한 구조 자체를 개선하는데 크게 이바지할 수 있다고 주장한다.
Abstract
With extreme polarization, our society is collapsing from the inside. As a solution for this, basic income is now being discussed by many scholars. While this paper acknowledges some contributions that basic income will make, it points out that basic income is not enough to fundamentally solve the problem of polarization. I suggest an alternative policy of “basic property”. Basic Property was presented by Plato. While this paper retains the principle of Plato’s concept of basic property, it tries to develop it by connecting it with what Plato did not consider at that times, for example, with the ownership structure of corporations, financial crises, and the rights of inheritance. Arguably, the policy of basic property enhances the substantive freedom of producers by promoting partnership and resultantly strengthening workplace democracy. It also argues that by questioning exclusive property rights, it can contribute to reforming the unequal structure of the market that leads to polarization.
